【摘要】：習(xí)近平總書記強(qiáng)調(diào),要"推動(dòng)中國制造向中國創(chuàng)造轉(zhuǎn)變、中國速度向中國質(zhì)量轉(zhuǎn)變、中國產(chǎn)品向中國品牌轉(zhuǎn)變"�；鶎淤|(zhì)量發(fā)展與監(jiān)管一直是全國關(guān)注的焦點(diǎn),特別是在"三局合一"等體制機(jī)制調(diào)整的背景下,地方如何發(fā)展與監(jiān)管質(zhì)量,尤其是守住質(zhì)量安全底線,不僅是工商和市場(chǎng)監(jiān)管部門的職責(zé)所系,也是各級(jí)黨委政府工作的"重中之重"。為此,籍杭州市余杭區(qū)連續(xù)兩年召開質(zhì)量發(fā)展論壇之際,我們聯(lián)手杭州市市場(chǎng)監(jiān)管學(xué)會(huì),以余杭區(qū)為樣本,邀請(qǐng)余杭區(qū)分管領(lǐng)導(dǎo)、區(qū)市場(chǎng)監(jiān)管局局長從不同角度,探討基層質(zhì)量發(fā)展監(jiān)管創(chuàng)新話題,并對(duì)武漢大學(xué)質(zhì)量發(fā)展戰(zhàn)略研究院院長程虹教授進(jìn)行專家訪談,力圖從"三個(gè)轉(zhuǎn)變"的全局高度,以專業(yè)的視角直面問題,在深入調(diào)查研究的基礎(chǔ)上破解難題,共同回應(yīng)在現(xiàn)有條件下能否做好,如何管好。今后,我們還會(huì)持續(xù)觀察"余杭樣本",努力推進(jìn)基層質(zhì)量發(fā)展監(jiān)管創(chuàng)新。
[Abstract]:General Secretary Xi Jinping stressed the need to "promote the transformation of Chinese manufacturing into Chinese creation, the speed of China to China's quality, and the transformation of Chinese products into Chinese brands."Quality development and supervision at the grass-roots level has always been the focus of attention throughout the country. Especially in the context of the adjustment of the system and mechanism, such as the "three councils in one," and other institutional mechanisms, how can local authorities develop and supervise quality, especially in keeping the bottom line of quality and safety?It is not only the responsibility of industry and commerce and market supervision department, but also the top priority of party committee and government at all levels.For this reason, on the occasion of holding the quality Development Forum in Yuhang District of Hangzhou for two consecutive years, we joined hands with the Hangzhou Institute of Market Supervision. Taking Yuhang District as a sample, we invited the head of Yuhang District to be in charge of the forum, and the director of the District Market Supervision Bureau came from different angles.This paper probes into the innovative topic of quality development supervision at the grass-roots level, and makes an expert interview with Professor Cheng Hong, dean of the Institute of quality Development Strategy of Wuhan University, in an attempt to face the problem directly from a professional perspective from the overall level of the "three transformations".Solve the problem on the basis of in-depth investigation and study.In the future, we will continue to observe the "Yuhang sample", and strive to promote grass-roots quality development regulatory innovation.
