【摘要】：正在我國現行的政治體制中,根據職務回避的相關規(guī)定,地方的黨政一把手和組織部長不能由本轄區(qū)人員擔任,下屬職能部門負責人則大多是本地人員。換言之,就是一方是"空降兵",另一方是"地方軍"。同樣,三國時期,曹魏、蜀漢、孫吳三大集團基本上也都是外來政權,"空降兵"與"地方軍"的相處問題是其政治生活中的重要課題。三大集團在這一問題的處理上,可以給今人一些參考和啟示。
[Abstract]:In the current political system of our country, according to the relevant provisions of post avoidance, the local party and government leaders and organization ministers can not be held by the personnel of their own jurisdiction, while the heads of subordinate functional departments are mostly local personnel. In other words, one side is airborne and the other is "local army." Similarly, during the three Kingdoms period, Cao Wei, Shu Han and Sun Wu were basically foreign regimes, and the problem of getting along with the "local army" was an important issue in their political life. The three major groups in the handling of this problem, can give some reference and inspiration to today.
