非常規(guī)突發(fā)事件應(yīng)急決策方法研究

【摘要】:為深入研究非常規(guī)突發(fā)事件應(yīng)急決策方法,提高對(duì)非常規(guī)突發(fā)事件的應(yīng)對(duì)能力,調(diào)查研究基于應(yīng)急預(yù)案、范例推理和智能規(guī)劃等3種非常規(guī)突發(fā)事件的應(yīng)急決策方法,對(duì)比分析這3種方法的特點(diǎn)。研究發(fā)現(xiàn):這3種方法都可以在一定程度上為非常規(guī)突發(fā)事件提供輔助決策,但是基于智能規(guī)劃的應(yīng)急決策方法更適于非常規(guī)突發(fā)事件復(fù)雜的決策環(huán)境,有較大發(fā)展?jié)摿ΑH缓筢槍?duì)該方法,提出一些需要深入研究的開(kāi)放性課題。
[Abstract]:In order to deeply study the emergency decision methods of unconventional emergencies and improve the ability to respond to unconventional emergencies, three kinds of emergency decision methods based on emergency plan, case-based reasoning and intelligent planning are investigated and studied. The characteristics of these three methods are compared and analyzed. It is found that these three methods can provide assistant decision-making for unconventional emergencies to a certain extent, but the emergency decision methods based on intelligent planning are more suitable for complex decision-making environments of unconventional emergencies and have great potential for development. Then, some open topics which need to be studied deeply are put forward for this method.
