城市極端洪災(zāi)應(yīng)急群決策模型研究
[Abstract]:The factors of global warming have led to the frequent occurrence of extreme floods in recent years, which has become an important problem affecting the social and economic development of our country. The traditional flood emergency decision is only an administrative imperative decision led by the government, which deprives other stakeholders of the decision-making power in the disaster. The participation of heterogeneous stakeholders in decision-making is an important way to realize the scientific and democratic decision making of extreme flood emergency. This kind of group decision has different characteristics from group decision in general sense. According to the characteristics of some stakeholders' hesitation in decision-making and the possibility of absolute selfishness, this paper proposes an adjustment strategy based on the similarity of evaluation opinions. An intuitionistic fuzzy group decision model and algorithm steps based on similarity adjustment are established.
