【摘要】：對(duì)任何一個(gè)領(lǐng)域的研究來(lái)講,技術(shù)與藝術(shù)問(wèn)題是并存的,領(lǐng)導(dǎo)科學(xué)研究自然也不應(yīng)例外,領(lǐng)導(dǎo)技術(shù)和領(lǐng)導(dǎo)藝術(shù)都是領(lǐng)導(dǎo)實(shí)踐的重要元素。但從中國(guó)學(xué)術(shù)期刊網(wǎng)的搜索結(jié)果來(lái)看,研究領(lǐng)導(dǎo)藝術(shù)的文獻(xiàn)可謂汗牛充棟,而對(duì)領(lǐng)導(dǎo)技術(shù)的研究則無(wú)人問(wèn)津,其主要有以下原因:一是我國(guó)傳統(tǒng)領(lǐng)導(dǎo)文化重道輕技的基因所致,二是歷史上長(zhǎng)期存在的科舉制度考試內(nèi)容偏重于以四書(shū)五經(jīng)為代表的價(jià)值倫理教育而忽略行政、組織、制度建設(shè)等領(lǐng)導(dǎo)技能教育造成的后遺癥,三是我國(guó)長(zhǎng)期的人治領(lǐng)導(dǎo)方式營(yíng)造了偏好神圣型、魅力型領(lǐng)導(dǎo)風(fēng)格而貶低法理型領(lǐng)導(dǎo)風(fēng)格,導(dǎo)致領(lǐng)導(dǎo)技術(shù)缺少生長(zhǎng)、提升、轉(zhuǎn)型的實(shí)踐土壤。此外,這也與我國(guó)目前領(lǐng)導(dǎo)科學(xué)研究中研究主體單一、囿于培訓(xùn)思維而弱化學(xué)術(shù)思維有較強(qiáng)的關(guān)聯(lián)。提出領(lǐng)導(dǎo)技術(shù)概念,是基于技術(shù)政治化、政治技術(shù)化這一客觀現(xiàn)實(shí)和發(fā)展趨勢(shì)對(duì)領(lǐng)導(dǎo)科學(xué)研究提出的新課題,也是實(shí)現(xiàn)國(guó)家治理體系和治理能力現(xiàn)代化對(duì)領(lǐng)導(dǎo)方式轉(zhuǎn)型的迫切需要。
[Abstract]:For any field of research, the problems of technology and art coexist, and the research of leading science is no exception. Leadership technology and leadership art are both important elements of leadership practice. However, according to the search results of the China academic Journals, the literature on the art of leadership can be described as overflowing, while the research on leadership technology is ignored by no one. The main reasons are as follows: first, the traditional leadership culture of our country pays more attention to the genes than the technology. Second, the examination content of the imperial examination system, which has existed for a long time in history, emphasizes the value and ethics education represented by the four books and five classics while neglecting the sequelae caused by the education of leadership skills such as administration, organization, system construction, etc. Third, the long-term rule of man leadership in our country has created the practice soil of preference sacred type, charm type leadership style and devaluing legal principle type leading style, which leads to the lack of growth, promotion and transformation of leadership technology. In addition, it is closely related to the single research subject in the research of leading science in our country at present, which is limited to the training thinking and weakens the academic thinking. The concept of leadership technology is based on the objective reality and development trend of politicization of technology and politicalization of politics. It is also the urgent need to realize the modernization of national governance system and governance ability for the transformation of leadership style.
