推進(jìn)黑龍江省政府決策智庫建設(shè)的對策研究

【摘要】:黨的十八大之后,智庫迎來了前所未有的高速發(fā)展時代,而在2017年的"兩會"上,兩會主要報告也對推進(jìn)加強(qiáng)智庫建設(shè)做出了重要詮釋。李克強(qiáng)總理在政府工作報告中指出"推進(jìn)文化改革發(fā)展,建設(shè)中國特色新型智庫"。2015年1月,中共中央辦公廳、國務(wù)院辦公廳印發(fā)《關(guān)于加強(qiáng)中國特色新型智庫建設(shè)的意見》明確提出.."必須從黨和國家事業(yè)發(fā)展全局的戰(zhàn)略高度,把中國特色新型智庫建設(shè)作為—項重大而緊迫的任務(wù),采取有力措施,切實抓緊抓好。"黑龍江省正處于經(jīng)濟(jì)轉(zhuǎn)型期、改革攻堅期,政府決策智庫建設(shè)對黑龍江省政治經(jīng)濟(jì)社會發(fā)展的作用十分重要。只有通過政府引導(dǎo)政府決策智庫加強(qiáng)自身建設(shè)、提升黑龍江省政府決策智庫自身發(fā)展能力,同時借鑒國內(nèi)外在推進(jìn)政府決策智庫建設(shè)過程中的經(jīng)驗,才能促進(jìn)黑龍江省政府決策智庫建設(shè)進(jìn)—步發(fā)展及其作用的發(fā)揮。文章通過文獻(xiàn)分析法、比較分析法、調(diào)查分析法等科學(xué)的研究和分析方法,依據(jù)精英理論、協(xié)商民主理論、政策過程理論作為理論基礎(chǔ),對政府決策智庫的概念、分類、特點(diǎn)做了明確界定,同時也通過有關(guān)圖表及數(shù)據(jù)對黑龍江省政府決策智庫建設(shè)的現(xiàn)狀進(jìn)行了分析。簡要分析了黑龍江省政府決策智庫建設(shè)的主要成果,同時也提出了黑龍江省政府決策智庫建設(shè)現(xiàn)階段存在的問題并分析其成因。如幾類智庫發(fā)展不平衡、研究成果轉(zhuǎn)化為政府決策率不高、政府對智庫關(guān)注度不夠等。詳細(xì)分析總結(jié)了國內(nèi)外推進(jìn)先進(jìn)政府決策智庫建設(shè)的有效機(jī)制,如美國的"旋轉(zhuǎn)門"機(jī)制、德國的公共財政直接支持制度、日本的派出研究員制度,以及國內(nèi)相對頂尖的民間智庫零點(diǎn)咨詢的"雙輪驅(qū)動"政策、半官方智庫上海社科院開展廣泛合作等方法。同時通過結(jié)合黑龍江省自身,提出具體包括創(chuàng)新和完善政府決策智庫管理體制、提升研究成果轉(zhuǎn)化率、營造良好的外部發(fā)展環(huán)境等對策建議,試圖豐富黑龍江省政府決策智庫建設(shè)的相關(guān)理論研究和實際。
[Abstract]:After the 18 National Congress of the Party, the think-tank ushered in an unprecedented era of rapid development. In 2017, at the "two sessions," The main reports of the two sessions have also made an important interpretation of the promotion of strengthening the construction of think tanks. Premier Li Keqiang pointed out in his government work report that "promoting cultural reform and development and building new think tanks with Chinese characteristics". On January 2015, the General Office of the CPC Central Committee, The General Office of the State Council issued and published the opinions on strengthening the Construction of a New Type of think Tank with Chinese characteristics, which clearly puts forward that "from the strategic height of the overall development of the cause of the party and the state, we must take the construction of a new type of think-tank with Chinese characteristics as a major and urgent task." "Heilongjiang Province is in a period of economic transformation, and reform is at a critical stage," he said. The construction of government decision-making think tank is very important to the political, economic and social development of Heilongjiang Province. Only through the government leading the government decision-making think tank to strengthen its own construction, enhance the Heilongjiang provincial government decision-making think tank own development ability. At the same time, using the experience of domestic and foreign countries for reference in the process of promoting the construction of government decision-making think tank, can we promote the further development of Heilongjiang provincial government decision-making think tank and its role. According to the theory of elite, the theory of deliberative democracy, the theory of policy process as the theoretical basis, the concept, classification and characteristics of the government decision-making think tank are clearly defined. At the same time, through the relevant charts and data, the paper analyzes the current situation of the Heilongjiang provincial government decision-making think tank construction, and briefly analyzes the main achievements of the Heilongjiang provincial government decision-making think tank construction. At the same time, the problems existing in the construction of Heilongjiang provincial government decision-making think tank are put forward and the causes are analyzed. For example, the development of several types of think tanks is not balanced, and the research results are translated into the low decision-making rate of the government. The government did not pay enough attention to think tanks. The effective mechanisms for promoting the construction of advanced government decision-making think tanks at home and abroad were analyzed and summarized in detail, such as the "revolving door" mechanism in the United States, the direct public finance support system in Germany, and the system of sending researchers in Japan. As well as the "two-wheel drive" policy consulted by the country's relatively top private think-tank at 00:00, and the extensive cooperation between the Shanghai Academy of Social Sciences, a semi-official think-tank, and so on. At the same time, by combining the Heilongjiang Province itself, The paper puts forward some countermeasures and suggestions, such as innovating and perfecting the management system of government decision-making think tank, improving the conversion rate of research results, creating a good external development environment, and trying to enrich the relevant theoretical research and practice of Heilongjiang provincial government decision-making think tank construction.
