【摘要】：國(guó)家科技創(chuàng)新平臺(tái)是國(guó)家自主創(chuàng)新能力建設(shè)的重要內(nèi)容,是實(shí)現(xiàn)創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略的基礎(chǔ)條件。為了更大程度地發(fā)揮國(guó)家科技創(chuàng)新平臺(tái)對(duì)于提升國(guó)家核心競(jìng)爭(zhēng)力和促進(jìn)國(guó)民經(jīng)濟(jì)發(fā)展的重要作用,本文首先從功能定位上將國(guó)家科技創(chuàng)新平臺(tái)分為基礎(chǔ)型、應(yīng)用基礎(chǔ)型和應(yīng)用型三類。然后,總結(jié)出國(guó)防科技創(chuàng)新平臺(tái)具有創(chuàng)新性、戰(zhàn)略性、公益性和復(fù)雜性等特點(diǎn)。最后,借鑒技術(shù)成熟度的概念,對(duì)國(guó)防科技平臺(tái)的整體創(chuàng)新能力建設(shè)、協(xié)同創(chuàng)新模式探索、體系設(shè)計(jì)與管理、投資效率提升等方面給出了發(fā)展建議。
[Abstract]:The national platform of scientific and technological innovation is an important part of the construction of national independent innovation ability and the basic condition for realizing the strategy of innovation-driven development. In order to give full play to the important role of the national scientific and technological innovation platform in promoting the core competitiveness of the country and promoting the development of the national economy, this paper first divides the national scientific and technological innovation platform into three categories: basic type, applied type and applied type. Then, it is concluded that the national defense science and technology innovation platform has the characteristics of innovation, strategy, public welfare and complexity. Finally, drawing lessons from the concept of technological maturity, this paper gives some suggestions on the overall innovation ability construction of national defense science and technology platform, the exploration of collaborative innovation model, system design and management, and the improvement of investment efficiency.
