科技中介技術(shù)轉(zhuǎn)移成果的篩選標(biāo)準(zhǔn)及流程研究
[Abstract]:Science and technology intermediary organization is an economic service organization with the development of science and technology economy and fine division of labor. It is an important organizational form of reasonably deploying scientific and technological resources under the condition of market economy, integrating all kinds of professional knowledge, and building bridges among all kinds of subjects in the market to promote the transformation of science and technology into productive forces. However, with the continuous development of economy, science and technology intermediaries often lack effective evaluation means and standardized work flow in the face of a large number of scientific and technological achievements, resulting in some of them are not yet suitable for transfer. The transformed scientific and technological achievements take up a lot of time of science and technology intermediary institutions and reduce the working efficiency of the institutions. This paper takes the science and technology intermediary organization as the key research object, first of all, it systematically investigates the main ways and ways of the project mining and screening of the science and technology intermediary organization, and finds out the problems existing in the actual work. Taking the actual project screening work of the Beijing National Technology transfer Center of the Chinese Academy of Sciences as an example, according to the General principles for the Evaluation of Science and Technology Research projects, and from the point of view of technology maturity, To establish the initial classification and screening criteria of the items to be transferred; Referring to the project screening process of VC institutions, combined with the actual situation of science and technology intermediary institutions, the standardized screening process is worked out. At the same time, through the way of questionnaire investigation, the understanding of the successful elements of scientific and technological achievements industrialization is deeply understood, and the quantitative achievement transformation evaluation index system is established, which provides reference for the actual staff in the process of project investigation. The author also applies the evaluation system to the practical work, taking the actual promotion project of the Beijing National Technology transfer Center of the Chinese Academy of Sciences as an example, the results show that the evaluation system is simple and easy to use, can quickly carry out the classification and screening of scientific and technological achievements, and to a certain extent, can achieve the purpose of optimizing the allocation of institutional resources and improving the operational efficiency and transformation success rate of the organization. It also has certain reference significance for the internal management of science and technology intermediary institutions.
