【摘要】：科技中介機(jī)構(gòu)是伴隨著科技經(jīng)濟(jì)發(fā)展和分工精細(xì)化而產(chǎn)生的經(jīng)濟(jì)服務(wù)機(jī)構(gòu),是市場(chǎng)經(jīng)濟(jì)條件下合理調(diào)配科技資源,整合各類專業(yè)知識(shí),在市場(chǎng)各類主體之間構(gòu)建橋梁促進(jìn)科技轉(zhuǎn)化為生產(chǎn)力的重要組織形態(tài)。然而隨著經(jīng)濟(jì)不斷發(fā)展,科技中介機(jī)構(gòu)面對(duì)大量撲面而來(lái)的科技成果往往缺乏有效的評(píng)估手段和規(guī)范化的工作流程,導(dǎo)致一些尚不適合轉(zhuǎn)移、轉(zhuǎn)化的科技成果占用了科技中介機(jī)構(gòu)大量的時(shí)間,降低了機(jī)構(gòu)工作效率。 本文以科技中介機(jī)構(gòu)為重點(diǎn)研究對(duì)象,首先系統(tǒng)調(diào)研了科技中介機(jī)構(gòu)進(jìn)行項(xiàng)目挖掘、篩選的主要方式、途徑,發(fā)現(xiàn)實(shí)際工作中存在的問(wèn)題,以筆者所在單位中科院北京國(guó)家技術(shù)轉(zhuǎn)移中心實(shí)際項(xiàng)目篩選工作為案例,根據(jù)《科學(xué)技術(shù)研究項(xiàng)目評(píng)價(jià)通則》制訂標(biāo)準(zhǔn),從技術(shù)成熟度角度出發(fā),制定出待轉(zhuǎn)移項(xiàng)目初次分級(jí)及篩選標(biāo)準(zhǔn)；參考VC機(jī)構(gòu)項(xiàng)目篩選流程,結(jié)合科技中介機(jī)構(gòu)實(shí)際情況,制定標(biāo)準(zhǔn)化篩選流程；同時(shí)還通過(guò)問(wèn)卷調(diào)研方式,深入了解了科研人員和技術(shù)轉(zhuǎn)移人員對(duì)于科技成果產(chǎn)業(yè)化成功要素的認(rèn)識(shí),并制定了定量化成果轉(zhuǎn)化評(píng)定指標(biāo)體系,進(jìn)而為實(shí)際工作人員在項(xiàng)目調(diào)研過(guò)程中提供參考意見(jiàn)。 作者還將構(gòu)建出的評(píng)價(jià)體系應(yīng)用到實(shí)際工作中來(lái),其以中科院北京國(guó)家技術(shù)轉(zhuǎn)移中心的實(shí)際推動(dòng)項(xiàng)目為案例,進(jìn)行了實(shí)際使用,結(jié)果顯示,該評(píng)價(jià)體系簡(jiǎn)單易用,能夠快速的進(jìn)行科技成果分類篩選,在一定程度上能夠達(dá)到優(yōu)化機(jī)構(gòu)資源配置,提升機(jī)構(gòu)運(yùn)行效率和轉(zhuǎn)化成功率的目的,并對(duì)科技中介機(jī)構(gòu)的內(nèi)部管理具有一定的借鑒意義。
[Abstract]:Science and technology intermediary organization is an economic service organization with the development of science and technology economy and fine division of labor. It is an important organizational form of reasonably deploying scientific and technological resources under the condition of market economy, integrating all kinds of professional knowledge, and building bridges among all kinds of subjects in the market to promote the transformation of science and technology into productive forces. However, with the continuous development of economy, science and technology intermediaries often lack effective evaluation means and standardized work flow in the face of a large number of scientific and technological achievements, resulting in some of them are not yet suitable for transfer. The transformed scientific and technological achievements take up a lot of time of science and technology intermediary institutions and reduce the working efficiency of the institutions. This paper takes the science and technology intermediary organization as the key research object, first of all, it systematically investigates the main ways and ways of the project mining and screening of the science and technology intermediary organization, and finds out the problems existing in the actual work. Taking the actual project screening work of the Beijing National Technology transfer Center of the Chinese Academy of Sciences as an example, according to the General principles for the Evaluation of Science and Technology Research projects, and from the point of view of technology maturity, To establish the initial classification and screening criteria of the items to be transferred; Referring to the project screening process of VC institutions, combined with the actual situation of science and technology intermediary institutions, the standardized screening process is worked out. At the same time, through the way of questionnaire investigation, the understanding of the successful elements of scientific and technological achievements industrialization is deeply understood, and the quantitative achievement transformation evaluation index system is established, which provides reference for the actual staff in the process of project investigation. The author also applies the evaluation system to the practical work, taking the actual promotion project of the Beijing National Technology transfer Center of the Chinese Academy of Sciences as an example, the results show that the evaluation system is simple and easy to use, can quickly carry out the classification and screening of scientific and technological achievements, and to a certain extent, can achieve the purpose of optimizing the allocation of institutional resources and improving the operational efficiency and transformation success rate of the organization. It also has certain reference significance for the internal management of science and technology intermediary institutions.
