【摘要】：當(dāng)今時代,世界新一輪的科技革命正在孕育和興起�？萍紕�(chuàng)新更迭速度開始加速推進(jìn),與人類社會的各個方面深度融合,產(chǎn)業(yè)變革呈加速態(tài)勢,各類創(chuàng)新要素開始在全球范圍加速流動。如何把握世界科技發(fā)展趨勢,抓住戰(zhàn)略機(jī)遇,把我國建設(shè)成為世界科技強(qiáng)國,成為一個緊迫的命題擺在面前。在黨中央建設(shè)創(chuàng)新型國家的目標(biāo)要求下,我國的科技體制改革不斷深化,為了適應(yīng)這些變化,我國各類科技研發(fā)機(jī)構(gòu)開始出現(xiàn)了進(jìn)化,表現(xiàn)最為突出的,是新型研發(fā)機(jī)構(gòu)近些年不斷涌現(xiàn)出來,并且在國家科技創(chuàng)新發(fā)展的浪潮中顯示出強(qiáng)勁的活力。但是,廣東省乃至我國的新型研發(fā)機(jī)構(gòu)還處于發(fā)展的起始階段,發(fā)展中還面臨不少困難和問題,如在政策理論研究上存在的空白較多、政策支持不足、缺乏合理引導(dǎo)以及新型研發(fā)機(jī)構(gòu)自身持續(xù)發(fā)展的能力不強(qiáng)等諸多困難和問題,亟需通過進(jìn)一步的理論與實(shí)踐創(chuàng)新和推進(jìn)改革實(shí)踐來實(shí)現(xiàn)新型研發(fā)機(jī)構(gòu)的進(jìn)一步建設(shè)發(fā)展。因此,進(jìn)行新型研發(fā)機(jī)構(gòu)的政府作用問題研究,不但是理論發(fā)展的需要,同時也是推進(jìn)廣東省產(chǎn)業(yè)轉(zhuǎn)型升級的現(xiàn)實(shí)要求。本文通過文獻(xiàn)法、比較分析法、實(shí)證分析法等,從政府作用理論角度出發(fā),探討政府如何發(fā)揮好有形之手與無形之手的作用,之后客觀分析了廣東省新型研發(fā)機(jī)構(gòu)發(fā)展現(xiàn)狀,對廣東省新型研發(fā)機(jī)構(gòu)發(fā)展中的政府作用進(jìn)行了分析,并指出各方面尚存在的一些基本問題。借鑒國內(nèi)外實(shí)踐經(jīng)驗(yàn),在結(jié)合廣東省實(shí)際情況的基礎(chǔ)上,提出完善廣東省新型研發(fā)機(jī)構(gòu)發(fā)展中的政府作用的對策建議。
[Abstract]:Nowadays, a new round of scientific and technological revolution in the world is gestating and rising. The change speed of science and technology innovation starts to accelerate, and it is deeply integrated with all aspects of human society, the industrial change is accelerating, and all kinds of innovation elements begin to flow rapidly in the global scope. How to grasp the development trend of science and technology in the world, seize the strategic opportunity, and make our country become a powerful country in science and technology in the world, become an urgent proposition. At the request of the Party Central Committee's goal of building an innovative country, the reform of our country's science and technology system has been deepened continuously. In order to adapt to these changes, all kinds of scientific and technological research and development institutions in our country have begun to evolve, the most outstanding of which are, New R & D institutions have emerged in recent years, and show strong vitality in the wave of national scientific and technological innovation development. However, the new R & D institutions in Guangdong Province and even in our country are still in the initial stage of development, and they still face many difficulties and problems in the development. For example, there are many gaps in the research of policy theory and insufficient policy support. There are many difficulties and problems such as lack of reasonable guidance and the ability of sustainable development of new R & D institutions. It is urgent to realize the further construction and development of new R & D institutions through further theoretical and practical innovation and promotion of reform practice. Therefore, it is not only the need of theoretical development, but also the practical requirement of promoting the industrial transformation and upgrading of Guangdong Province to study the government role of new R & D institutions. In this paper, through literature, comparative analysis, empirical analysis and so on, from the perspective of government role theory, this paper discusses how the government can play the role of visible hand and invisible hand, and then objectively analyzes the development status of new R & D institutions in Guangdong Province. This paper analyzes the role of government in the development of new R & D institutions in Guangdong Province, and points out some basic problems in various aspects. Based on the practical experience at home and abroad and on the basis of the actual situation of Guangdong Province, this paper puts forward some countermeasures and suggestions for perfecting the role of the government in the development of new R & D institutions in Guangdong Province.
