【摘要】：2012年,德國聯(lián)邦議院通過了《科學(xué)自由法》,即"關(guān)于非大學(xué)研究機(jī)構(gòu)財政預(yù)算框架靈活性的法律"。根據(jù)該法,德國馬普學(xué)會等政府資助的非大學(xué)學(xué)術(shù)和研究機(jī)構(gòu)將在財務(wù)和人事決策、投資、建設(shè)管理等方面獲得更多的自由。探究該法案實施的背景認(rèn)為,賦予科研院所更大的獨立自主權(quán),加快發(fā)展多種組織形式的科研院所,更加注重高端人才的引進(jìn),對加快我國新型科研院所建設(shè)具有積極意義。
[Abstract]:In 2012, the German Bundestag passed the Freedom of Science Act, the Law on flexibility in the Financial and budgetary Framework of Non-University Research institutions. Under the law, government-funded non-university academic and research institutions, such as the German Mapper Institute, will be given more freedom in financial and personnel decisions, investment, construction management, etc. It is believed that it is of great significance to give scientific research institutes more independent autonomy, to speed up the development of scientific research institutes in various organizational forms, and to pay more attention to the introduction of high-end talents in order to speed up the construction of new scientific research institutes in China.
