【摘要】：無(wú)論是在概念還是相應(yīng)的制度設(shè)計(jì)層面,盡管“科技基礎(chǔ)條件平臺(tái)”都帶有明顯的中國(guó)特色且日趨成熟,但從公共管理理論視角系統(tǒng)研究湖南省科技基礎(chǔ)條件平臺(tái)建設(shè)情況、運(yùn)行現(xiàn)狀及其存在的問題,特別是提出有效的對(duì)策建議,對(duì)于通過(guò)實(shí)現(xiàn)科技資源合理優(yōu)化配置、有效共享共用,以積極推動(dòng)湖南區(qū)域科技創(chuàng)新、“四化”與“兩型”建設(shè),無(wú)疑具有非常重要的理論價(jià)值和現(xiàn)實(shí)意義。 首先,平臺(tái)、國(guó)家科技基礎(chǔ)條件平臺(tái)及其特征、湖南省科技基礎(chǔ)條件平臺(tái)建設(shè)等,是本文研究的核心概念；共享與公共產(chǎn)品理論等,是研究科技基礎(chǔ)條件平臺(tái)的理論前提與邏輯基礎(chǔ)。其次,既有平臺(tái)體系建設(shè)概況、布局、管理體制和運(yùn)行機(jī)制等三個(gè)方面,反映了湖南省科技基礎(chǔ)條件平臺(tái)建設(shè)現(xiàn)狀；通過(guò)問卷調(diào)查和基本情況分析發(fā)現(xiàn),湖南省科技基礎(chǔ)條件平臺(tái)建設(shè)過(guò)程中存在著三個(gè)方面急需解決的具體問題。最后,惟有系統(tǒng)地從樹立正確平臺(tái)觀念、強(qiáng)化平臺(tái)管理制度、構(gòu)建平臺(tái)共享機(jī)制、健全平臺(tái)評(píng)估指標(biāo)體系等四個(gè)方面著手,才能優(yōu)化湖南省科技基礎(chǔ)條件平臺(tái)的管理體制與運(yùn)行機(jī)制。
[Abstract]:No matter in the concept or the corresponding system design level, although the "science and technology foundation condition platform" has obvious Chinese characteristic and matures day by day, but from the public management theory angle of view systematically studies Hunan province science and technology foundation condition platform construction situation. The present situation of operation and its existing problems, especially the effective countermeasures and suggestions, can be used to promote the scientific and technological innovation, "four modernizations" and "two types" construction of Hunan province by realizing the rational allocation of scientific and technological resources, sharing and sharing effectively. Undoubtedly, it has very important theoretical value and practical significance. First of all, the platform, the national scientific and technological basic condition platform and its characteristics, and the construction of Hunan province science and technology basic condition platform are the core concepts of this paper; sharing and public product theory, etc. It is the theoretical premise and logical basis of studying the scientific and technological basic condition platform. Secondly, there are three aspects: general situation of platform system construction, layout, management system and operation mechanism, which reflect the current situation of platform construction in Hunan Province, and find out through questionnaire survey and basic situation analysis. There are three problems that need to be solved in the process of the construction of scientific and technological infrastructure platform in Hunan Province. Finally, only from establishing correct platform concept, strengthening platform management system, constructing platform sharing mechanism, perfecting platform evaluation index system, can we start from four aspects, such as setting up correct platform concept, strengthening platform management system, constructing platform sharing mechanism and perfecting platform evaluation index system. Only in order to optimize the management system and operation mechanism of Hunan province science and technology foundation condition platform.
