【摘要】：重大科技專項(xiàng)是指在一定時(shí)限內(nèi)完成重大戰(zhàn)略產(chǎn)品、關(guān)鍵共性技術(shù)的重大工程,目標(biāo)在于取得核心技術(shù)突破并形成資源集成效應(yīng),實(shí)現(xiàn)國家科技目標(biāo),它具有高風(fēng)險(xiǎn)性、創(chuàng)新性、廣泛性等特點(diǎn)。當(dāng)代世界各國越來越重視科技發(fā)展,特別是搶占科技領(lǐng)先地位的前沿技術(shù),國家在科技發(fā)展的推進(jìn)過程中有著至關(guān)重要的地位,除在資金上給予大力支持外,還應(yīng)該建立完善的重大科技管理制度,為重大科技專項(xiàng)的順利實(shí)施提供制度保障。在我國,中央監(jiān)管工作多是統(tǒng)籌全局,許多監(jiān)管的具體工作多在地方政府層面,由于各個(gè)地方的經(jīng)濟(jì)發(fā)展情況不一樣,沒有形成系統(tǒng)的固定模式,因此有必要對(duì)重大科技專項(xiàng)的監(jiān)管模式做高度的總結(jié),從而給監(jiān)管的實(shí)際工作提供參考的依據(jù)。 文章以湖南省科技重大專項(xiàng)的監(jiān)管為中心,分為五個(gè)部分,第一部分主要分析論文的研究背景和意義、研究現(xiàn)狀、研究方法和現(xiàn)狀；第二部分為主要解釋重大科技專項(xiàng)的的相關(guān)概念,提出貫穿全文的委托代理理論和項(xiàng)目監(jiān)管理論；第三部分是文章的重點(diǎn),根據(jù)項(xiàng)目監(jiān)管理論構(gòu)建了重大科技專項(xiàng)監(jiān)管的基本內(nèi)容,構(gòu)建重大科技專項(xiàng)的監(jiān)管體系分析模式；第四部分為湖南省重大科技專項(xiàng)監(jiān)管的現(xiàn)狀和原因分析,解析了湖南省科技重大專項(xiàng)監(jiān)管現(xiàn)狀和原因；第五部分為優(yōu)化湖南省重大科技專項(xiàng)監(jiān)管的探討,借鑒發(fā)達(dá)國家的經(jīng)驗(yàn),針對(duì)湖南省具體情況提出相關(guān)的對(duì)策建議,為湖南省重大科技專項(xiàng)的監(jiān)管提供理論支撐和決策參考。
[Abstract]:Major scientific and technological projects refer to the completion of major strategic products and key common technologies within a certain time limit, with the goal of achieving breakthroughs in core technologies and forming a resource integration effect to achieve the national scientific and technological objectives. Innovative, extensive and other characteristics. Countries in the contemporary world are paying more and more attention to the development of science and technology, especially the advanced technology, which occupies the leading position in science and technology. The state plays a vital role in the process of promoting the development of science and technology, in addition to giving strong financial support. We should also establish a sound management system of major science and technology to guarantee the smooth implementation of major scientific and technological projects. In our country, most of the central supervision and control work is overall planning, many of the specific work of supervision is at the local government level, because the economic development situation of each place is different, there is no systematic fixed mode. Therefore, it is necessary to sum up the supervision mode of major scientific and technological special projects, so as to provide reference basis for the practical work of supervision. The paper is divided into five parts: the first part mainly analyzes the research background and significance, research status, research methods and present situation; The second part mainly explains the related concepts of the major scientific and technological projects, and puts forward the principal-agent theory and the project supervision theory which run through the full text; the third part is the focus of the article. According to the theory of project supervision, this paper constructs the basic content of the supervision of major science and technology special projects, and constructs the analysis mode of the supervision system of the major science and technology special projects. The fifth part is to optimize the supervision of major science and technology special supervision in Hunan Province, draw lessons from the experience of developed countries, and put forward the relevant countermeasures and suggestions for the specific situation of Hunan Province. Hunan Province for the supervision of major scientific and technological projects to provide theoretical support and decision-making reference.
