吉林省科技創(chuàng)新環(huán)境優(yōu)化研究

【摘要】:本文以科學(xué)發(fā)展觀為指導(dǎo),按照吉林省科技發(fā)展規(guī)劃要求,以市場(chǎng)需求為導(dǎo)向,緊密圍繞提升科技創(chuàng)新能力,以營造優(yōu)質(zhì)科技創(chuàng)新環(huán)境為目標(biāo)。本文通過研究吉林省科技創(chuàng)新環(huán)境的現(xiàn)狀和水平,分析吉林省科技創(chuàng)新環(huán)境的優(yōu)勢(shì)和劣勢(shì)及對(duì)科技創(chuàng)新環(huán)境進(jìn)行評(píng)價(jià),對(duì)吉林省已制訂的科技創(chuàng)新環(huán)境政策進(jìn)行分類,并對(duì)其實(shí)施效果進(jìn)行分析,從而總結(jié)出吉林省科技創(chuàng)新環(huán)境政策實(shí)施過程中的癥結(jié)。同時(shí)借鑒發(fā)達(dá)地區(qū)營造科技創(chuàng)新環(huán)境的成功經(jīng)驗(yàn),從而提出改善吉林省科技創(chuàng)新環(huán)境的對(duì)策與建議。 針對(duì)以往研究中對(duì)科技創(chuàng)新活動(dòng)重內(nèi)在研究輕外在環(huán)境研究,對(duì)某一特定問題研究多,而全面的、宏觀的和綜合的研究少,在研究方法上,定性的、規(guī)范的多,而定量的、實(shí)證的研究少的情況,本項(xiàng)研究具有以下特點(diǎn): 1、在科技創(chuàng)新環(huán)境評(píng)價(jià)中,評(píng)價(jià)指標(biāo)強(qiáng)調(diào)創(chuàng)新效果和注重資源流動(dòng)變化,將靜態(tài)與動(dòng)態(tài)評(píng)價(jià)分析相結(jié)合,定性與定量評(píng)價(jià)相結(jié)合,改變單純以評(píng)價(jià)分值得出評(píng)價(jià)結(jié)論的傳統(tǒng)做法,通過綜合分析,找出影響吉林省科技創(chuàng)新環(huán)境水平的主要因素,指出吉林省科技創(chuàng)新環(huán)境發(fā)展路徑,以提升吉林省科技創(chuàng)新能力。 2、在廣泛調(diào)研的基礎(chǔ)上,對(duì)吉林省科技創(chuàng)新環(huán)境相關(guān)政策文件進(jìn)行歸集分類,對(duì)各類政策實(shí)施效果進(jìn)行分析,彌補(bǔ)以往政策環(huán)境研究中總體研究過多,具體的分類研究過少,難以觀測(cè)政策實(shí)施效果的研究方式的不足。 3、本論文通過最優(yōu)化方法建立吉林省科技創(chuàng)主體優(yōu)化目標(biāo)函數(shù),指出吉林省科技創(chuàng)新主體在各個(gè)約束條件下的最優(yōu)情況,以此證明最優(yōu)化的理論學(xué)說,并實(shí)踐了優(yōu)化方法在社會(huì)環(huán)境研究中的應(yīng)用。優(yōu)化結(jié)果對(duì)改善吉林省科技創(chuàng)主體環(huán)境具有參考價(jià)值。 4、將吉林省科技創(chuàng)新總體環(huán)境與廣東省和江蘇省進(jìn)行對(duì)比分析,借鑒發(fā)達(dá)地區(qū)的成功經(jīng)驗(yàn),有利于指導(dǎo)吉林省科技創(chuàng)新實(shí)踐,進(jìn)而為提出優(yōu)化吉林省科技創(chuàng)新環(huán)境的對(duì)策奠定實(shí)證基礎(chǔ)。 吉林省科技創(chuàng)新環(huán)境優(yōu)化不僅對(duì)優(yōu)化吉林省科技創(chuàng)新環(huán)境提出新思路,而且對(duì)改善吉林省科技創(chuàng)新環(huán)境,構(gòu)建吉林省科技創(chuàng)新體系提供決策依據(jù),對(duì)深刻認(rèn)識(shí)吉林省科技創(chuàng)新的特點(diǎn)及其發(fā)展的關(guān)鍵因素極其重要。因此,研究科技創(chuàng)新綜合環(huán)境建設(shè)問題,對(duì)吉林省科技創(chuàng)新的發(fā)展及區(qū)域科技創(chuàng)新環(huán)境研究都具有重要的意義。
[Abstract]:Under the guidance of the scientific development view, according to the requirements of Jilin province's science and technology development plan, and guided by the market demand, this paper closely revolves around the promotion of the scientific and technological innovation ability and aims at creating a high quality scientific and technological innovation environment. By studying the present situation and level of the scientific and technological innovation environment in Jilin Province, this paper analyzes the advantages and disadvantages of the scientific and technological innovation environment in Jilin Province, evaluates the scientific and technological innovation environment, and classifies the environmental policy of scientific and technological innovation in Jilin Province. By analyzing its effect, the crux of the implementation process of Jilin Province's scientific and technological innovation environmental policy is summarized. At the same time, the author draws lessons from the successful experience of creating scientific and technological innovation environment in developed areas, and puts forward some countermeasures and suggestions for improving the scientific and technological innovation environment in Jilin Province. In view of the fact that scientific and technological innovation activities in the past have paid more attention to internal research than to external environment studies, they have studied more on a particular issue than on a comprehensive, macro and comprehensive study. In terms of research methods, they are qualitative, normative, and quantitative. This research has the following characteristics: 1. In the evaluation of science and technology innovation environment, the evaluation index emphasizes the innovation effect and pays attention to the change of resource flow, combining static and dynamic evaluation and analysis. Combining qualitative evaluation with quantitative evaluation, this paper changes the traditional method of obtaining evaluation conclusion by using evaluation score, through comprehensive analysis, finds out the main factors that affect the level of scientific and technological innovation environment in Jilin Province, and points out the development path of scientific and technological innovation environment in Jilin Province. In order to promote the scientific and technological innovation ability of Jilin Province. 2. On the basis of extensive investigation, the paper classifies the relevant policy documents of Jilin Province's scientific and technological innovation environment, and analyzes the effect of various policies. To make up for too much overall research and too few specific classification studies in previous policy environment studies, It is difficult to observe the deficiency of the research method of implementing the policy effect. 3. This paper establishes the optimization objective function of the scientific and technological innovation agent in Jilin province through the optimization method, and points out the optimal situation of the scientific and technological innovation agent in Jilin province under various constraints. The theory of optimization is proved and the application of optimization method in the study of social environment is put into practice. The optimization results have reference value for improving the main environment of scientific and technological innovation in Jilin Province. 4. The overall environment of scientific and technological innovation in Jilin Province is compared with Guangdong Province and Jiangsu Province, and the successful experiences of developed regions are used for reference. It is beneficial to guide the practice of scientific and technological innovation in Jilin Province and lay an empirical foundation for the countermeasures to optimize the environment of scientific and technological innovation in Jilin Province. The optimization of the scientific and technological innovation environment of Jilin Province not only puts forward new ideas to optimize the scientific and technological innovation environment of Jilin Province, but also provides the decision-making basis for improving the scientific and technological innovation environment of Jilin Province and constructing the scientific and technological innovation system of Jilin Province. It is very important to deeply understand the characteristics of scientific and technological innovation in Jilin Province and the key factors of its development. Therefore, it is of great significance to study the comprehensive environmental construction of scientific and technological innovation for the development of scientific and technological innovation in Jilin Province and the study of regional scientific and technological innovation environment.
