【摘要】：隨著經(jīng)濟(jì)全球化進(jìn)程的加快,技術(shù)標(biāo)準(zhǔn)成為國際市場競爭中新的秩序和游戲規(guī)則,誰擁有標(biāo)準(zhǔn)的制定權(quán),誰就擁有市場的主動權(quán)。目前國際市場上占主導(dǎo)地位的技術(shù)標(biāo)準(zhǔn)大多是西方發(fā)達(dá)國家制定的,由于技術(shù)標(biāo)準(zhǔn)形式客觀性的特點,使其往往嵌入當(dāng)?shù)靥囟ǖ膬r值、文化與利益。技術(shù)標(biāo)準(zhǔn)的擴(kuò)張所傳遞的不僅僅是標(biāo)準(zhǔn)使用范圍的擴(kuò)大,而且是西方在全球經(jīng)濟(jì)體系中主導(dǎo)地位和壟斷優(yōu)勢的奠定。當(dāng)下的國際形式,使中國技術(shù)標(biāo)準(zhǔn)化的發(fā)展面臨著嚴(yán)峻的考驗。 在以往對技術(shù)標(biāo)準(zhǔn)化的研究中,經(jīng)濟(jì)學(xué)和技術(shù)工程學(xué)是主要路徑。然而經(jīng)濟(jì)學(xué)的利益至上及技術(shù)工程學(xué)的技術(shù)決定論的狹隘認(rèn)識都忽視了技術(shù)標(biāo)準(zhǔn)化的復(fù)雜性,基于此文章采用科學(xué)技術(shù)論的研究進(jìn)路探討技術(shù)標(biāo)準(zhǔn)的形成和演化。根據(jù)科學(xué)技術(shù)論建構(gòu)主義的核心思想,技術(shù)標(biāo)準(zhǔn)化是一個社會化的過程,其過程的每個階段都可能涉及到政治、經(jīng)濟(jì)、文化和組織等因素,標(biāo)準(zhǔn)的最終形成是通過相關(guān)利益群體協(xié)商產(chǎn)生,并不歸因于單一的技術(shù)或經(jīng)濟(jì)因素。 本文在對國內(nèi)外相關(guān)文獻(xiàn)研究的基礎(chǔ)上,厘清了技術(shù)標(biāo)準(zhǔn)化的相關(guān)概念、本質(zhì)特征和作用。再進(jìn)一步明確技術(shù)準(zhǔn)化的面相后,緊接著梳理了中國技術(shù)標(biāo)準(zhǔn)化發(fā)展的歷史軌跡,根據(jù)科學(xué)技術(shù)論建構(gòu)主義的思想,我們將視角定位于中國技術(shù)標(biāo)準(zhǔn)化發(fā)展中所涉及的主要因素,政府、企業(yè)、民眾、行動者網(wǎng)絡(luò)。隨后通過對這些因素的進(jìn)一步認(rèn)知,發(fā)現(xiàn)政府在標(biāo)準(zhǔn)化的過程中由于角色定位不明確,往往會干預(yù)過多,造成企業(yè)主體地位缺失,除此之外,全民標(biāo)準(zhǔn)化意識淡薄、標(biāo)準(zhǔn)的國際網(wǎng)絡(luò)建構(gòu)不足,這些問題嚴(yán)重削弱了國內(nèi)技術(shù)標(biāo)準(zhǔn)在國際市場上的競爭力。所以,文章以科學(xué)發(fā)展觀為指導(dǎo)思想,探求技術(shù)標(biāo)準(zhǔn)化的發(fā)展路徑,提出四個方面的對策：全面發(fā)展——尋求符合國情的技術(shù)標(biāo)準(zhǔn)化的運行機制；統(tǒng)籌兼顧——建立技術(shù)標(biāo)準(zhǔn)聯(lián)盟；人為主體——喚起全民的技術(shù)標(biāo)準(zhǔn)化意識；持續(xù)發(fā)展——完善技術(shù)標(biāo)準(zhǔn)的網(wǎng)絡(luò)建構(gòu)。
[Abstract]:With the acceleration of the process of economic globalization , the technical standard has become the new order and rules in the international market competition , who has the initiative of the market .

In the past research on standardization of technology , economics and technology engineering are the main paths . However , the narrow understanding of economics ' s interests and the technical decision of technology engineering ignore the complexity of technical standardization . According to the core idea of science and technology theory , technology standardization is a process of socialization . According to science and technology , technology standardization is a socialization process .

On the basis of the study of relevant literatures at home and abroad , this paper clarifies the relevant concepts , essential features and functions of the standardization of technology . After further defining the face phase of technical standardization , the author combs the historical track of the development of China ' s technology standardization . According to the theory of science and technology , we find that the government ' s role in standardization is not clear , which often leads to the lack of international network construction . In addition , the article takes the scientific development view as the guiding ideology , probes into the development path of technology standardization , and puts forward four countermeasures : comprehensive development _ seeking the operation mechanism of technical standardization that meets the national conditions ;
Overall planning and consideration _ alliance of technical standards ;
Man - made subject _ arouse people ' s awareness of technology standardization ;
Continuous development _ perfecting the network construction of technical standards .
