英國政府科研經(jīng)費配置的經(jīng)驗與啟示

【摘要】:科學(xué)研究是促進(jìn)英國經(jīng)濟(jì)增長的重要驅(qū)動力,英國政府也是科研活動的重要資助者。BIS在英國政府科研經(jīng)費預(yù)算的制定和分配中發(fā)揮了極其重要的作用,由BIS所控制的"雙重資助體系"有效地保障了科研活動投入的持續(xù)和高效。我國政府也把科技創(chuàng)新擺在國家發(fā)展全局的核心位置,黨的十八大提出了創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略,如何管好用好科技經(jīng)費更是政府科技管理部門應(yīng)該深思的問題。本文擬從英國政府科研經(jīng)費的配置入手,分析其科研經(jīng)費的資助特點和管理機(jī)制,從而得出有益的啟示。
[Abstract]:Scientific research is an important driving force to promote the economic growth of the United Kingdom. The British Government is also an important sponsor of scientific research activities. BIS has played an extremely important role in the formulation and distribution of the British government's budget for scientific research. The "double funding system" controlled by BIS effectively ensures the continuity and efficiency of scientific research investment. Our government also puts scientific and technological innovation at the core of the overall situation of national development. The 18th National Congress of the Party put forward the strategy of innovation-driven development. How to make good use of the funds of science and technology is a problem that should be pondered by the scientific and technological management department of the government. This paper begins with the allocation of scientific research funds of the British government, analyzes the characteristics and management mechanism of the funding for scientific research, and draws some useful enlightenment.
