區(qū)域科普績(jī)效綜合評(píng)價(jià)與分析

【摘要】:科普是提高公民科學(xué)素質(zhì)的重要途徑和實(shí)現(xiàn)方式。作為國(guó)家基礎(chǔ)教育與基礎(chǔ)建設(shè)的重要組成部分,科普工作是一項(xiàng)宏偉的社會(huì)工程,意義深遠(yuǎn)。然而,科普的績(jī)效怎樣,如何科學(xué)合理地評(píng)價(jià)科普績(jī)效,是開(kāi)展科普工作必須考慮的重要因素。國(guó)內(nèi)外關(guān)于科普績(jī)效評(píng)價(jià)的研究相對(duì)比較少,評(píng)價(jià)體系并不統(tǒng)一,缺乏定量和系統(tǒng)的分析與研究。因此,建立科學(xué)實(shí)用的科普績(jī)效評(píng)價(jià)指標(biāo)體系,科學(xué)客觀地評(píng)價(jià)科普績(jī)效,全面準(zhǔn)確地反映科普發(fā)展情況,為政府及相關(guān)部門(mén)提供管理和決策依據(jù),促進(jìn)科普事業(yè)的健康發(fā)展。本文首先界定了區(qū)域科普績(jī)效相關(guān)概念的內(nèi)涵,對(duì)科普績(jī)效評(píng)價(jià)的相關(guān)理論進(jìn)行了回顧和簡(jiǎn)要評(píng)述。其次,綜合考慮指標(biāo)的全面性和代表性,從科普人員、科普設(shè)施、科普經(jīng)費(fèi)、科普宣傳和科普活動(dòng)等5個(gè)方面構(gòu)建了區(qū)域科普績(jī)效評(píng)價(jià)指標(biāo)體系,并采用距優(yōu)平方和法與變異系數(shù)法聯(lián)合對(duì)各指標(biāo)進(jìn)行賦權(quán),運(yùn)用投影尋蹤評(píng)價(jià)模型對(duì)2013年我國(guó)31個(gè)省市區(qū)的科普績(jī)效進(jìn)行評(píng)價(jià)分析。在此基礎(chǔ)上,利用泰爾指數(shù)對(duì)科普績(jī)效的區(qū)域差異進(jìn)行分析。研究結(jié)論表明:(1)整體來(lái)看,我國(guó)各省域的科普績(jī)效不平衡,北京、上海、天津地區(qū)在科普績(jī)效上具有明顯優(yōu)勢(shì),大致呈現(xiàn)出從東部、中部到西部依次遞減的趨勢(shì);(2)區(qū)域科普績(jī)效的“東中西”梯度已不是很明顯,部分西部地區(qū)科普績(jī)效的相對(duì)指標(biāo)并不落后,排名比較靠前;(3)為更客觀比較各地區(qū)科普績(jī)效的差異情況,運(yùn)用泰爾指數(shù)進(jìn)行測(cè)算,結(jié)果表明在總體差異中地區(qū)間的差異和B類區(qū)域的內(nèi)部差異比較顯著。
[Abstract]:Popular science is an important way to improve the scientific quality of citizens. As an important part of national basic education and infrastructure construction, the work of popularizing science is a grand social project with far-reaching significance. However, the performance of science popularization and how to evaluate it scientifically and reasonably are the important factors that must be considered in carrying out the work of science popularization. At home and abroad, the research on performance evaluation of popular science is relatively few, the evaluation system is not uniform, lack of quantitative and systematic analysis and research. Therefore, the establishment of scientific and practical performance evaluation index system of science popularization, scientific and objective evaluation of science performance, comprehensively and accurately reflect the development of science popularization, provide management and decision-making basis for the government and related departments, and promote the healthy development of science popularization. Firstly, this paper defines the connotation of the concept of regional popular science performance, and reviews the relevant theories of science popularization performance evaluation. Secondly, considering the comprehensiveness and representativeness of the index, this paper constructs the regional performance evaluation index system of science popularization from five aspects: science popularization personnel, science popularization facilities, science popularization funds, science popularization propaganda and science popularization activities. The authors use the square sum method of distance optimization and the coefficient of variation method to give weight to each index, and use projection pursuit evaluation model to evaluate and analyze the performance of science popularization in 31 provinces and municipalities in China in 2013. On this basis, the Tyr index is used to analyze the regional differences of popular science performance. The conclusion of the study shows that, overall, the performance of science popularization in various provinces of China is unbalanced. Beijing, Shanghai and Tianjin have obvious advantages in the performance of science popularization. The gradient of regional science popularization performance is no longer obvious, and the relative index of science popularization performance in some western regions is not backward. In order to compare the differences of the performance of science popularization in different regions objectively, we use the Thiel index to measure the results. The results show that the differences between the regions and the internal differences of the B regions are significant in the overall differences.
