【摘要】：隨著經(jīng)濟全球化的發(fā)展,國際區(qū)域經(jīng)濟合作發(fā)展迅速,知識流動和產(chǎn)業(yè)技術(shù)轉(zhuǎn)移日益加快,這為遼寧技術(shù)引進消化吸收再創(chuàng)新創(chuàng)造了條件。技術(shù)引進消化吸收再創(chuàng)新是在技術(shù)引進基礎(chǔ)上,通過學習、模仿和借鑒,形成具有自主知識產(chǎn)權(quán)的新技術(shù)、工藝或產(chǎn)品的活動。它是縮小與國際技術(shù)差距的重要途徑,對推動產(chǎn)業(yè)轉(zhuǎn)移,促進技術(shù)軌道躍遷,建立完整先進的技術(shù)體系,都發(fā)揮著重要作用。它是落后國家或地區(qū)發(fā)揮后發(fā)優(yōu)勢、實現(xiàn)技術(shù)進步和經(jīng)濟趕超的關(guān)鍵所在,也是遼寧實現(xiàn)跨越式發(fā)展的重要方式。 國際金融危機使國外一些相關(guān)企業(yè)舉步維艱,發(fā)達國家一些產(chǎn)業(yè)需要轉(zhuǎn)移,這為遼寧企業(yè)引進國外技術(shù)和人才提供了機遇。遼寧可以發(fā)揮區(qū)位優(yōu)勢,不斷提高引進消化吸收再創(chuàng)新能力,下一步承接產(chǎn)業(yè)轉(zhuǎn)移要多關(guān)注高端產(chǎn)品,引進一批關(guān)鍵行業(yè)的新技術(shù)。這對促進遼寧產(chǎn)業(yè)調(diào)整升級,提高企業(yè)的技術(shù)創(chuàng)新能力,推動東北老工業(yè)基地具有重要意義,對遼寧制定和完善技術(shù)引進消化吸收再創(chuàng)新政策也具有重要價值。 論文從考察技術(shù)引進消化吸收再創(chuàng)新的內(nèi)涵入手,對技術(shù)創(chuàng)新、自主創(chuàng)新與技術(shù)引進消化吸收再創(chuàng)新的關(guān)系進行了探討,并結(jié)合創(chuàng)新理論、技術(shù)差距理論、需求資源關(guān)系理論、中間技術(shù)論、技術(shù)生命周期理論分析了技術(shù)引進消化吸收再創(chuàng)新的理論基礎(chǔ)。論文還研究了遼寧技術(shù)引進消化吸收再創(chuàng)新的現(xiàn)狀,重點分析了遼寧技術(shù)引進消化吸收再創(chuàng)新的實踐、政策和存在的問題,并結(jié)合遼寧技術(shù)引進消化吸收再創(chuàng)新面臨的機遇和挑戰(zhàn),從確立企業(yè)主體地位、完善長效機制、加強體制創(chuàng)新、優(yōu)化環(huán)境、健全投入機制、創(chuàng)新模式等方面,提出了推動遼寧技術(shù)引進消化吸收再創(chuàng)新的具體對策。
[Abstract]:With the development of economic globalization, international regional economic cooperation is developing rapidly, knowledge flow and industrial technology transfer are speeding up day by day, which creates conditions for Liaoning Province to introduce, absorb, absorb and innovate new technology. Technology introduction, digestion, absorption and innovation is the activity of new technology, process or product with independent intellectual property rights through learning, imitating and using for reference on the basis of technology introduction. It is an important way to narrow the gap with the international technology, and plays an important role in promoting the industrial transfer, promoting the technological track transition and establishing a complete and advanced technology system. It is the key point for backward countries or regions to bring into play the advantage of latecomer, realize technological progress and catch up with economy, and is also an important way for Liaoning to realize leapfrog development. The international financial crisis makes it difficult for some foreign related enterprises to move, and some industries in developed countries need to be transferred, which provides an opportunity for Liaoning enterprises to introduce foreign technology and talents. Liaoning can give full play to its regional advantages and constantly improve its ability to import, absorb, and reinvent new products. In the next step, it is necessary to pay more attention to high-end products and introduce a number of new technologies in key industries to undertake industrial transfer. It is of great significance to promote the adjustment and upgrading of Liaoning's industry, to improve the technological innovation ability of enterprises, to promote the northeast old industrial base, and to formulate and improve the policy of technology introduction, digestion, absorption and innovation in Liaoning. This paper discusses the relationship among technology innovation, independent innovation and technology import absorption innovation, and combines innovation theory, technology gap theory, demand and resource relationship theory, starting with the study of the connotation of technology import, digestion, absorption and reinnovation, and the relationship between technology innovation, independent innovation and technology import, digestion, absorption and innovation. The theory of intermediate technology, the theory of technology life cycle, analyzes the theoretical basis of technology introduction, digestion, absorption and innovation. The paper also studies the present situation of Liaoning's technology import, digestion and absorption innovation, and analyzes the practice, policy and existing problems of Liaoning's technology import, digestion, absorption and reinnovation. Combined with the opportunities and challenges faced by Liaoning's technology introduction, digestion, absorption and innovation, from the aspects of establishing the main position of the enterprise, perfecting the long-term mechanism, strengthening the system innovation, optimizing the environment, perfecting the investment mechanism, and innovating mode, etc. The specific countermeasures to promote Liaoning's technology introduction, digestion and absorption are put forward.
