【摘要】：在分析2008年金融危機后若干典型國家基礎科學研究戰(zhàn)略規(guī)劃的先進理念、規(guī)劃模式、戰(zhàn)略思路及發(fā)展趨勢的基礎上,認為:后金融危機時代國外的基礎科學研究政策已經呈現出功能目標、價值判斷和治理路徑三個方面的明顯轉向。進而指出,典型國家基礎研究政策的戰(zhàn)略轉向給我們帶來了建立服務多元社會目標的基礎研究體系、培育應對社會風險的公共科技體系、構建治理視域下的基礎研究政策環(huán)境、參與全球化范圍內基礎研究的競爭與合作等四個方面的啟示。
[Abstract]:Based on the analysis of the advanced concepts, planning models, strategic thinking and development trends of basic science research strategic planning in some typical countries after the financial crisis of 2008, It is concluded that in the post-financial crisis era, the basic scientific research policy in foreign countries has shown a clear turn in three aspects: the functional goal, the value judgment and the governance path. Furthermore, it is pointed out that the strategic shift of basic research policy in typical countries has brought us a basic research system to serve multiple social goals, a public scientific and technological system to cope with social risks, and a policy environment for basic research in the perspective of governance. To participate in the competition and cooperation of basic research in the scope of globalization.
