【摘要】：通過PPP模式將社會資本引入科技基礎資源的共享服務領域,不但能通過引入市場機制減輕財政負擔、提高科技基礎資源開放共享服務質(zhì)量和降低共享成本,同時也能促進政府職能的轉變。在PPP具體運作模式上應根據(jù)各地科技基礎資源共享平臺的建設現(xiàn)狀選擇BOT、ROT和委托運營或管理合同等不同形式,并要科學建立回報機制、風險分擔機制和監(jiān)管機制,以確保PPP模式的成功實施。
[Abstract]:The introduction of social capital into the field of shared services of scientific and technological basic resources through the PPP model can not only reduce the financial burden by introducing market mechanism, but also improve the quality of open and shared services and reduce the sharing costs of scientific and technological basic resources. At the same time can also promote the transformation of government functions. According to the present situation of the construction of scientific and technological basic resource sharing platform in various places, different forms such as BOTROT and entrustment operation or management contract should be selected in the specific operation mode of PPP, and the mechanism of return, risk sharing and supervision should be set up scientifically.
