【摘要】：通過PPP模式將社會資本引入科技基礎(chǔ)資源的共享服務(wù)領(lǐng)域,不但能通過引入市場機(jī)制減輕財政負(fù)擔(dān)、提高科技基礎(chǔ)資源開放共享服務(wù)質(zhì)量和降低共享成本,同時也能促進(jìn)政府職能的轉(zhuǎn)變。在PPP具體運(yùn)作模式上應(yīng)根據(jù)各地科技基礎(chǔ)資源共享平臺的建設(shè)現(xiàn)狀選擇BOT、ROT和委托運(yùn)營或管理合同等不同形式,并要科學(xué)建立回報機(jī)制、風(fēng)險分擔(dān)機(jī)制和監(jiān)管機(jī)制,以確保PPP模式的成功實(shí)施。
[Abstract]:The introduction of social capital into the field of shared services of scientific and technological basic resources through the PPP model can not only reduce the financial burden by introducing market mechanism, but also improve the quality of open and shared services and reduce the sharing costs of scientific and technological basic resources. At the same time can also promote the transformation of government functions. According to the present situation of the construction of scientific and technological basic resource sharing platform in various places, different forms such as BOTROT and entrustment operation or management contract should be selected in the specific operation mode of PPP, and the mechanism of return, risk sharing and supervision should be set up scientifically. To ensure the successful implementation of the PPP model.
