【摘要】：科研管理信息化是推動(dòng)科技轉(zhuǎn)型發(fā)展的重要手段,也是引發(fā)科學(xué)研究的組織方式和資助模式的變革動(dòng)力,從國(guó)家層面進(jìn)行頂層設(shè)計(jì)和規(guī)劃建設(shè)的意義重大。由國(guó)家自然科學(xué)基金委員會(huì)(NSFC)組織開發(fā)的科學(xué)基金網(wǎng)絡(luò)信息系統(tǒng)(簡(jiǎn)稱ISIS系統(tǒng)),在科研管理信息化方面進(jìn)行了積極探索,深入研究ISIS系統(tǒng)的用戶應(yīng)用對(duì)于促進(jìn)我國(guó)科研管理信息化發(fā)展具有借鑒價(jià)值。結(jié)合用戶應(yīng)用情況,從系統(tǒng)的界面、屬性、流程、功能、決策支持和未來擴(kuò)展六個(gè)方面設(shè)計(jì)評(píng)價(jià)指標(biāo),對(duì)科學(xué)基金網(wǎng)絡(luò)信息系統(tǒng)在滿足用戶需求情況進(jìn)行了問卷調(diào)查和扎根性深入訪談,運(yùn)用多層模糊綜合評(píng)價(jià)模型得出評(píng)價(jià)結(jié)論,提出政策建議。
[Abstract]:The informationization of scientific research management is an important means to promote the development of science and technology transformation, and it is also the motive force of the reform of the organization and funding mode of scientific research. It is of great significance to design and plan the top level from the national level.The Science Foundation Network Information system (ISIS), organized and developed by the National Natural Science Foundation Committee of China (NSFC), has been actively explored in the field of scientific research management information.Further research on the user application of ISIS system has reference value for promoting the development of scientific research management information in China.According to the user's application, the evaluation index is designed from six aspects: interface, attribute, flow, function, decision support and future extension.The scientific fund network information system in meeting the needs of users conducted a questionnaire survey and rooted in-depth interviews, using the multi-level fuzzy comprehensive evaluation model to obtain the evaluation conclusions, and put forward policy recommendations.
