本文選題：專利實施　切入點：專利產(chǎn)業(yè)化　出處：《研究與發(fā)展管理》2015年04期

【摘要】：目前我國專利實施和產(chǎn)業(yè)化呈現(xiàn)出高比例、多樣化運行態(tài)勢,引起了社會的廣泛關(guān)注.本文總結(jié)回顧了我國不同歷史階段中專利實施與產(chǎn)業(yè)化情況的特點,分析了傳統(tǒng)認(rèn)知中過分關(guān)注專利實施比率的弊端與不足,指出傳統(tǒng)社會認(rèn)知和現(xiàn)行工作體系未能有效結(jié)合專利的制度、市場、信息、技術(shù)等多重屬性,不能有力促進專利價值實現(xiàn)與創(chuàng)新績效提升.在此基礎(chǔ)之上,提出了基于專利運用、專利產(chǎn)品和研發(fā)與市場全過程的多元理論視角與價值評判標(biāo)準(zhǔn).期待本研究能夠賦予專利實施與產(chǎn)業(yè)化新的時代內(nèi)涵,將社會對專利實施問題的關(guān)注轉(zhuǎn)向如何提升專利運用水平、培育新的市場運用模式、形成政府資源合力,進而推動專利運用工作取得實效.
[Abstract]:At present, the implementation and industrialization of patent in our country present a high proportion and diversified running situation, which has aroused the widespread concern of the society. This paper summarizes and reviews the characteristics of patent implementation and industrialization in different historical stages of our country. This paper analyzes the disadvantages and shortcomings of over-paying attention to the rate of patent implementation in traditional cognition, and points out that the traditional social cognition and the current working system can not effectively combine the patent system, market, information, technology and so on. It can not promote the realization of patent value and the improvement of innovation performance. Multiple theoretical perspectives and evaluation criteria for the whole process of patent products and R & D and market. It is expected that this study will give new meaning to the implementation and industrialization of patents. How to improve the level of patent application, cultivate new market application mode, form the government resource force, and then push the patent application to obtain the actual effect will turn the attention of the society to the patent implementation problem.
