【摘要】：目前我國(guó)專利實(shí)施和產(chǎn)業(yè)化呈現(xiàn)出高比例、多樣化運(yùn)行態(tài)勢(shì),引起了社會(huì)的廣泛關(guān)注.本文總結(jié)回顧了我國(guó)不同歷史階段中專利實(shí)施與產(chǎn)業(yè)化情況的特點(diǎn),分析了傳統(tǒng)認(rèn)知中過(guò)分關(guān)注專利實(shí)施比率的弊端與不足,指出傳統(tǒng)社會(huì)認(rèn)知和現(xiàn)行工作體系未能有效結(jié)合專利的制度、市場(chǎng)、信息、技術(shù)等多重屬性,不能有力促進(jìn)專利價(jià)值實(shí)現(xiàn)與創(chuàng)新績(jī)效提升.在此基礎(chǔ)之上,提出了基于專利運(yùn)用、專利產(chǎn)品和研發(fā)與市場(chǎng)全過(guò)程的多元理論視角與價(jià)值評(píng)判標(biāo)準(zhǔn).期待本研究能夠賦予專利實(shí)施與產(chǎn)業(yè)化新的時(shí)代內(nèi)涵,將社會(huì)對(duì)專利實(shí)施問(wèn)題的關(guān)注轉(zhuǎn)向如何提升專利運(yùn)用水平、培育新的市場(chǎng)運(yùn)用模式、形成政府資源合力,進(jìn)而推動(dòng)專利運(yùn)用工作取得實(shí)效.
[Abstract]:At present, the implementation and industrialization of patent in our country present a high proportion and diversified running situation, which has aroused the widespread concern of the society. This paper summarizes and reviews the characteristics of patent implementation and industrialization in different historical stages of our country. This paper analyzes the disadvantages and shortcomings of over-paying attention to the rate of patent implementation in traditional cognition, and points out that the traditional social cognition and the current working system can not effectively combine the patent system, market, information, technology and so on. It can not promote the realization of patent value and the improvement of innovation performance. Multiple theoretical perspectives and evaluation criteria for the whole process of patent products and R & D and market. It is expected that this study will give new meaning to the implementation and industrialization of patents. How to improve the level of patent application, cultivate new market application mode, form the government resource force, and then push the patent application to obtain the actual effect will turn the attention of the society to the patent implementation problem.
