專利視角下的青島市科技創(chuàng)新能力評價

【摘要】:2005年12月,國務院發(fā)布了《國家中長期科學和技術發(fā)展規(guī)劃綱要(2006-2020)》,把增強自主創(chuàng)新能力作為主線,提出了要建設創(chuàng)新型國家的奮斗目標,對我國將來15年的科學和技術的發(fā)展作了全面規(guī)劃和部署。專利作為最大的技術信息庫,涵蓋了世界范圍內科技信息的90%到95%,專利與科技創(chuàng)新密不可分。專利是科研成果實用化和商業(yè)化能力的反映,是與技術創(chuàng)新和經(jīng)濟發(fā)展緊密相關的一類非常重要的技術信息,是衡量一個國家或地區(qū)科技創(chuàng)新能力的重要指標,對當今世界科技創(chuàng)新活動的發(fā)展具有重要的影響。 本次研究是在現(xiàn)有專利評價指標體系框架的指導下,以科學性、客觀性、實用性和可操作性為原則,“量”與“率”相結合,構建出涵蓋專利申請類、專利授權類、專利價值類、專利產出績效類4個一級指標、15個二級指標的專利視角下的城市科技創(chuàng)新能力評價指標體系,并結合因子分析和聚類分析構建出評價模型。通過專利視角對包括青島市在內的全國副省級城市的科技創(chuàng)新能力進行綜合分析評價,通過分析可以看出青島市雖然在科技創(chuàng)新實力和創(chuàng)新貢獻力中競爭力相對不足,但創(chuàng)新能力有很大的潛力和上升空間。并在此基礎上對青島市科技創(chuàng)新的發(fā)展趨勢做出預測,并針對專利助推科技創(chuàng)新提出建議。希望通過本次研究,能夠促進青島創(chuàng)新型城市的建設,為青島市科技創(chuàng)新推動經(jīng)濟增長方式轉變和產業(yè)結構調整尋找最佳實踐,也為有關部門在制定科研政策和科技規(guī)劃時提供數(shù)據(jù)支撐和參考依據(jù)。
[Abstract]:In December 2005, the State Council issued the outline of the National medium- and Long-Term Science and Technology Development Program 2006-2020, which takes enhancing the ability of independent innovation as the main line and puts forward the goal of building an innovation-oriented country. The development of science and technology in China in the next 15 years has been comprehensively planned and deployed. It covers 90% to 95 scientific and technological information all over the world. Patents are closely related to scientific and technological innovation. Patent is a reflection of the practical and commercial ability of scientific research achievements, and a kind of very important technical information closely related to technological innovation and economic development. It is an important index to measure the scientific and technological innovation ability of a country or region, and has an important influence on the development of science and technology innovation activities in the world today. Under the guidance of the existing patent evaluation index system, this study is based on the principles of science, objectivity, practicability and maneuverability, combining "quantity" and "rate" to construct a category of patent application and patent authorization. The evaluation index system of urban scientific and technological innovation ability from the perspective of patent value, patent output performance and 15 secondary indexes. Combining factor analysis and cluster analysis, the evaluation model is constructed. The scientific and technological innovation ability of the national sub-provincial cities, including Qingdao, is comprehensively analyzed and evaluated from the perspective of patent. Through the analysis, we can see that although Qingdao has relatively insufficient competitiveness in the strength and contribution of scientific and technological innovation, it has great potential and room for improvement. On the basis of this, the development trend of scientific and technological innovation in Qingdao is forecasted. It is hoped that this study will promote the construction of an innovative city in Qingdao, and seek best practices for scientific and technological innovation in Qingdao to promote the transformation of economic growth mode and the adjustment of industrial structure. Also provides the data support and the reference basis for the related department in the formulation scientific research policy and the science and technology plan.
