技術(shù)可行到社會實現(xiàn)的時間跨度——基于日本第9次科技預見的研究

【摘要】:本文基于日本第9次科技預見的726項數(shù)據(jù),發(fā)現(xiàn)技術(shù)可行到社會實現(xiàn)時間跨度約在7年左右;不同領(lǐng)域技術(shù)存在一定差異性,生物和納米技術(shù)、信息、基礎(chǔ)性技術(shù)等領(lǐng)域略長,而環(huán)境、基礎(chǔ)設(shè)施等領(lǐng)域的跨度則略短;基于已有技術(shù)整合集成的系統(tǒng)性技術(shù)相對單項技術(shù),時間跨度較短。據(jù)此建議,國家在制定科技和創(chuàng)新領(lǐng)域政策時要更重視技術(shù)周期,可能需要將科技和創(chuàng)新領(lǐng)域規(guī)劃和評估周期適度延長,并考慮不同領(lǐng)域和技術(shù)類型的差異性,重大基礎(chǔ)技術(shù)突破更依賴大公司等機構(gòu)。
[Abstract]:Based on the 726 items of data predicted by Japan's 9th science and technology, it is found that the time span between technology feasibility and social realization is about 7 years, and there are some differences in different fields of technology, such as biology and nanotechnology, information technology, basic technology and so on. On the other hand, the span of environment, infrastructure and other fields is slightly shorter; the time span of systemic technologies based on the integration and integration of existing technologies is shorter than that of individual technologies. Accordingly, it is suggested that countries should pay more attention to the technology cycle when formulating policies in the field of science, technology and innovation. It may be necessary to extend the planning and evaluation cycle of STI, taking into account the differences in different fields and types of technology, and make major technological breakthroughs more dependent on large companies and other institutions.
