【摘要】：[目的/意義]目前國內(nèi)外一些專利評價(jià)指標(biāo)能否用于專利產(chǎn)業(yè)化潛力的評價(jià)尚具爭議,本文對遴選的指標(biāo)是否適用于國外、國內(nèi)專利的產(chǎn)業(yè)化潛力評價(jià)進(jìn)行驗(yàn)證,尤其針對中國專利的特點(diǎn),分析與國外專利在產(chǎn)業(yè)化潛力評價(jià)指標(biāo)上的異同點(diǎn)。[方法/過程]從技術(shù)、權(quán)利、市場三方面的因素進(jìn)行綜合考察,在文獻(xiàn)調(diào)研的基礎(chǔ)上遴選專利產(chǎn)業(yè)化潛力評價(jià)的相關(guān)指標(biāo),并利用SPSS統(tǒng)計(jì)分析軟件通過獨(dú)立樣本T檢驗(yàn)等計(jì)量方法對這些指標(biāo)進(jìn)行效力驗(yàn)證。[結(jié)果/結(jié)論]通過專利流氓購買專利和國內(nèi)轉(zhuǎn)移許可專利對指標(biāo)體系進(jìn)行驗(yàn)證,結(jié)果可知:國內(nèi)外專利產(chǎn)業(yè)化潛力評價(jià)指標(biāo)存在較大差異。通過實(shí)證研究確定了一部分可用于評價(jià)國外專利產(chǎn)業(yè)化潛力的指標(biāo),包括相對被引次數(shù)、非專利參考文獻(xiàn)數(shù)量、IPC分類號個(gè)數(shù)、權(quán)利要求數(shù)量、專利族大小、專利年齡、授權(quán)后第8年是否維持;可用于評價(jià)國內(nèi)專利產(chǎn)業(yè)化潛力的指標(biāo),包括專利類型、授權(quán)后第5年是否維持。
[Abstract]:[objective / significance] whether some patent evaluation indexes at home and abroad can be used to evaluate the potential of patent industrialization are still controversial. This paper verifies whether the selected index can be used in foreign countries and whether the domestic patent industrialization potential evaluation can be carried out. In particular, according to the characteristics of Chinese patent, this paper analyzes the similarities and differences between Chinese patent and foreign patent in the evaluation index of industrialization potential. [method / process] from three aspects of technology, right and market. On the basis of literature research, we select the relevant indicators for evaluating the potential of patent industrialization. The effectiveness of these indexes is verified by SPSS statistical analysis software through independent sample T test. [results / conclusion] the index system is verified by patent rogue purchasing patent and domestic transfer license patent. The results show that there are great differences in the evaluation indexes of patent industrialization potential at home and abroad. Through empirical research, some indexes can be used to evaluate the potential of patent industrialization abroad, including the relative citation times. The number of non-patent references, the number of IPC taxonomies, the number of claims, the size of the patent family, the age of the patent, the maintenance of the patent in the eighth year after authorization, the indicators that can be used to evaluate the potential of domestic patent industrialization, including the type of patent, Whether or not the authorization is maintained for the fifth year after authorization.
