【摘要】：科技計劃體系是科技創(chuàng)新體系的重要組成部分,在實現(xiàn)"創(chuàng)新驅(qū)動發(fā)展"戰(zhàn)略中起到重要作用,主要發(fā)達國家科技計劃管理的成功經(jīng)驗值得研究和借鑒。本文通過文獻調(diào)研、訪談、綜述等方法,對德國科技計劃體系進行梳理,對其管理模式進行研究,重點分析了德國科技計劃的委托管理機制以及項目管理機構(gòu)的運行,并進行了案例剖析。最后針對德國不同類型科技計劃,總結(jié)分析一級委托、二級委托、集中協(xié)調(diào)、分散管理四種組織實施模式及其特點,提出對我國科技計劃組織管理的啟示建議。
[Abstract]:The plan of science and technology system is an important part of science and technology innovation system, plays an important role in the implementation of innovation driven development strategy, is worth to study and learn successful experience of science and technology project management in major developed countries. Through literature research, interviews, reviews and other methods to sort out the plan of science and technology system of Germany, to study its management model, focuses on the analysis of the mechanism of entrusted management of German technology plan and project management mechanism, and carries on the case analysis. According to the different types of German science and technology plan, summarize and analyze the level of commission, two Commission, centralized coordination, decentralized management of four kinds of organization mode and its characteristics, proposed to our country science and technology plan management the suggestion.
