【摘要】：競(jìng)爭(zhēng)性經(jīng)費(fèi)配置是當(dāng)前各國(guó)普遍采用的科研經(jīng)費(fèi)配置手段,各國(guó)在科研經(jīng)費(fèi)設(shè)置和配置中各具特點(diǎn)。日本的競(jìng)爭(zhēng)性科研經(jīng)費(fèi)配置機(jī)制主要特點(diǎn)是基于跨部門研發(fā)管理系統(tǒng),實(shí)現(xiàn)政府各部門間的溝通和協(xié)作,確保競(jìng)爭(zhēng)性科研經(jīng)費(fèi)配置的透明度和公平性,避免競(jìng)爭(zhēng)性經(jīng)費(fèi)配置的不合理重復(fù)和過(guò)度集中,引領(lǐng)科研和學(xué)術(shù)創(chuàng)新。我國(guó)當(dāng)前競(jìng)爭(zhēng)性科研經(jīng)費(fèi)配置機(jī)制可借鑒國(guó)際經(jīng)驗(yàn),加深對(duì)創(chuàng)新科研經(jīng)費(fèi)管理制度、優(yōu)化科研創(chuàng)新支持機(jī)制、搭建跨部門科研公共信息平臺(tái)和強(qiáng)化學(xué)術(shù)共同體建設(shè)方面的戰(zhàn)略思考,不斷創(chuàng)新科研發(fā)展模式,增強(qiáng)自主創(chuàng)新能力,實(shí)現(xiàn)我國(guó)科研水平和國(guó)際競(jìng)爭(zhēng)力的跨越式提升,圓"科技強(qiáng)國(guó)"夢(mèng)。
[Abstract]:The allocation of competitive funds is a widely used means of allocation of scientific research funds in various countries, and each country has its own characteristics in the setting and allocation of scientific research funds. The main features of Japan's mechanism of allocation of competitive scientific research funds are based on the inter-departmental R & D management system. To achieve communication and collaboration among various government departments to ensure transparency and fairness in the allocation of competitive scientific research funds, and to avoid unreasonable duplication and excessive concentration of competitive funding allocation, Leading scientific research and academic innovation. The current competitive allocation mechanism of scientific research funds in China can draw lessons from international experience, deepen the management system of innovative scientific research funds, and optimize the supporting mechanism of scientific research innovation. To build a public information platform for interdepartmental scientific research and strengthen the strategic thinking on the construction of academic community, to continuously innovate the development mode of scientific research, to enhance the ability of independent innovation, and to realize the leap-forward promotion of our country's scientific research level and international competitiveness. The dream of "scientific and technological power" is fulfilled.
