【摘要】:隨著我國(guó)經(jīng)濟(jì)的發(fā)展和社會(huì)的進(jìn)步,科技人力資源已成為從事科學(xué)研究、經(jīng)濟(jì)建設(shè)的核心力量,其就業(yè)狀況與區(qū)域流動(dòng)情況亦備受關(guān)注。掌握該類(lèi)人力資源的流動(dòng)特點(diǎn)和規(guī)律對(duì)于制訂人才政策、科技政策,提高社會(huì)創(chuàng)新能力意義重大。 文章通過(guò)文獻(xiàn)閱讀和先期調(diào)查提出了研究的問(wèn)題,在對(duì)與區(qū)域科技人力資源流動(dòng)有關(guān)的社會(huì)系統(tǒng)進(jìn)行系統(tǒng)分析的基礎(chǔ)上,以科技人力資源個(gè)體流動(dòng)決策為研究起點(diǎn),進(jìn)而研究了該類(lèi)人力資源群體的形成及其演變。并分別構(gòu)建了概念化的個(gè)體決策模型和群體演化過(guò)程。然后以科研項(xiàng)目為依托,對(duì)我國(guó)西部科技人力資源流動(dòng)問(wèn)題進(jìn)行了統(tǒng)計(jì)分析,獲得了影響該地區(qū)科技人力資源流動(dòng)的主要因素。較為深入的研究了科技人力資源流動(dòng)的起點(diǎn)─大學(xué)畢業(yè)生就業(yè)難問(wèn)題,并給出了相關(guān)的政策建議。 本文以區(qū)域科技人力資源流動(dòng)為話(huà)題,明確提出微觀決策與宏觀社會(huì)效應(yīng)的關(guān)系是該問(wèn)題的本質(zhì),并較為完整的提出了從“個(gè)體決策─群體形成演化─宏觀影響”這一分析框架。該框架對(duì)于眾多社會(huì)問(wèn)題的研究均有借鑒價(jià)值。
[Abstract]:With the development of our economy and the progress of our society, the human resources of science and technology have become the core force of scientific research and economic construction. Its employment situation and regional mobility are also concerned. It is of great significance to grasp the characteristics and laws of this kind of human resources to formulate talent policies, science and technology policies, and to improve the ability of social innovation. Based on the systematic analysis of the social system related to the flow of human resources in the region, the paper puts forward the research problems through literature reading and advance investigation, and takes individual mobility decision of the human resources of science and technology as the starting point of the research. Then, the formation and evolution of this kind of human resource group are studied, and the conceptualized individual decision-making model and the group evolution process are constructed respectively. This paper makes a statistical analysis on the flow of scientific and technological human resources in western China, and obtains the main factors that affect the flow of scientific and technological human resources in this area. The starting point of the flow of scientific and technological human resources, that is, the difficulty for college graduates to obtain employment, is studied in depth. The relevant policy recommendations are also given. Based on the topic of regional scientific and technological human resource flow, this paper clearly points out that the relationship between micro decision making and macro social effect is the essence of the problem. An analytical framework called "individual decision making-group formation evolution-macro impact" is put forward, which can be used for reference in the study of many social problems.
