提升廣東省屬科研機(jī)構(gòu)創(chuàng)新能力的政策分析

【摘要】:知識經(jīng)濟(jì)時代,科技是知識經(jīng)濟(jì)的核心,創(chuàng)新是知識經(jīng)濟(jì)的靈魂,科技創(chuàng)新是一個國家和地區(qū)提升其綜合實(shí)力的重要措施。正因?yàn)槿绱?各個國家都提出要建立和完善國家、區(qū)域創(chuàng)新體系。科研機(jī)構(gòu)作為創(chuàng)新系統(tǒng)中重要的一員,是連接知識創(chuàng)新和技術(shù)創(chuàng)新的橋梁,其對于創(chuàng)新系統(tǒng)的建設(shè)有著重要意義。當(dāng)前我國正處于經(jīng)濟(jì)快速發(fā)展的階段,然而企業(yè)的創(chuàng)新能力卻不強(qiáng),提升科研機(jī)構(gòu)的創(chuàng)新能力對于提升國家和地區(qū)的創(chuàng)新能力有著極其重要的意義。經(jīng)過30多年的改革,我國促進(jìn)科技創(chuàng)新的政策體系已從單一的科技政策、經(jīng)濟(jì)政策向科技創(chuàng)新政策轉(zhuǎn)變。在國家相關(guān)政策的引導(dǎo)下,科研院所的創(chuàng)新能力明顯加強(qiáng)。 廣東省1999年展開對科研機(jī)構(gòu)的分類改革。這次改革是在國家提出要提升創(chuàng)新能力,建設(shè)國家創(chuàng)新系統(tǒng)的背景下開展的。提升科研機(jī)構(gòu)的創(chuàng)新能力是這次改革的重心和落腳點(diǎn)。廣東省是全國經(jīng)濟(jì)大省,然而卻并不是創(chuàng)新大省,廣東省區(qū)域創(chuàng)新能力并不強(qiáng),企業(yè)自主創(chuàng)新能力也偏弱。國家和省政府希望能夠通過提升科研機(jī)構(gòu)創(chuàng)新能力帶動整個區(qū)域創(chuàng)新能力的發(fā)展。在此背景下,國家和廣東省政府制定了一系列的提升廣東省屬科研機(jī)構(gòu)創(chuàng)新能力的政策。 本文在借鑒前人研究的基礎(chǔ)上,利用文獻(xiàn)分析法、統(tǒng)計分析法、實(shí)地調(diào)研法了解分析廣東省屬科研機(jī)構(gòu)的創(chuàng)新能力狀況、創(chuàng)新能力政策現(xiàn)狀。搜集和分析我國和廣東省的科技創(chuàng)新政策以及和科研機(jī)構(gòu)相關(guān)的法律法規(guī),尤其是分析改革過程中影響科研機(jī)構(gòu)創(chuàng)新能力的新規(guī)定,并分析評估這些科技創(chuàng)新政策的效果以及這些政策規(guī)定的不足之處。最后在借鑒國外的相關(guān)科技創(chuàng)新政策和科技體制改革的基礎(chǔ)上提出完善提升廣東省屬科研機(jī)構(gòu)創(chuàng)新能力政策的建議。
[Abstract]:In the era of knowledge economy, science and technology is the core of knowledge economy, and innovation is the soul of knowledge economy. Scientific and technological innovation is an important measure for a country and region to improve its comprehensive strength. Each country proposes to establish and perfect the national and regional innovation system. As an important member of the innovation system, scientific research institutions are the bridge between knowledge innovation and technological innovation. It is of great significance to the construction of innovation system. At present, our country is in the stage of rapid economic development, but the innovation ability of enterprises is not strong. It is of great significance to enhance the innovation ability of scientific research institutions. After more than 30 years of reform, the policy system of promoting scientific and technological innovation in China has been from a single science and technology policy. Under the guidance of the relevant national policies, the innovation ability of scientific research institutes has been greatly strengthened. In 1999, Guangdong Province launched a classification reform of scientific research institutions, this time in the country to improve the ability to innovate. Under the background of the construction of national innovation system, the focus of this reform is to enhance the innovation ability of scientific research institutions. Guangdong Province is a big province of national economy, but not a big province of innovation. The regional innovation ability of Guangdong Province is not strong, and the independent innovation ability of enterprises is also weak. The state and the provincial government hope to promote the development of the whole regional innovation ability through improving the innovation ability of scientific research institutions. The state and Guangdong provincial government have formulated a series of policies to enhance the innovation ability of Guangdong provincial scientific research institutions. Based on the previous studies, this paper uses the literature analysis method, the statistical analysis method and the field investigation method to understand and analyze the innovation ability of the scientific research institutions in Guangdong province. Collection and analysis of scientific and technological innovation policies and laws and regulations related to scientific research institutions in China and Guangdong Province, especially the analysis of new regulations affecting innovation ability of scientific research institutions in the process of reform. Finally, on the basis of drawing lessons from foreign scientific and technological innovation policies and the reform of science and technology system, the author puts forward to perfect and promote the scientific research machine of Guangdong province, on the basis of analyzing and evaluating the effect of these scientific and technological innovation policies as well as the shortcomings of these policies and regulations. Suggestions for innovative capacity policy.
