重大科研項目團隊關(guān)鍵角色功能對合作質(zhì)量影響研究

【摘要】:重大科研項目以解決制約我國國民經(jīng)濟、社會發(fā)展中重大科學(xué)問題為目標(biāo),是提高我國原始創(chuàng)新能力,提升我國科技國際競爭力的重要抓手,在國家科技計劃扮演重要角色,重大科研項目取得豐碩成果的同時,也出現(xiàn)了項目成果的集成性不強、突破性有限的問題,與國家設(shè)立重大科研項目的初衷和預(yù)期還存在一定差距。這種現(xiàn)象是受到多種內(nèi)外部因素影響的,從團隊內(nèi)部來看,其中一個重要原因是課題組之間的合作還不夠緊密,協(xié)同性還有待提高。那么如何提高重大科研項目團隊的合作質(zhì)量就成為一個需要解決的問題。本文主要著眼于發(fā)揮團隊中的人的主觀能動性,從團隊層面,用團隊角色的視角,探索重大科研項目團隊?wèi)?yīng)該具有的關(guān)鍵角色以及其應(yīng)當(dāng)發(fā)揮的關(guān)鍵功能,同時,對重大科研項目的合作質(zhì)量進行全面描述和測度,探討關(guān)鍵角色功能對合作質(zhì)量不同維度的影響機理,并提出實證模型和研究假設(shè)。最后,本文通過發(fā)放問卷,收集到159個有效樣本,進行實證分析,驗證研究假設(shè),得到如下結(jié)論:(1)任務(wù)領(lǐng)導(dǎo)功能對合作質(zhì)量的交流、協(xié)作、互助、努力和貢獻均衡維度有顯著的正向影響;(2)情感領(lǐng)導(dǎo)功能對合作質(zhì)量的互助、努力和凝聚力維度有顯著的正向影響,對協(xié)作和交流維度有正向影響但不顯著;(3)跨邊界活動功能對合作質(zhì)量的交流、互助和協(xié)作維度有顯著的正向影響。最后本文基于研究的結(jié)果提出重大科研項目團隊管理的啟示,主要有:(1)科技管理部門在立項時,應(yīng)對重大科研項目團隊的角色完整性進行評價;(2)團隊中應(yīng)設(shè)立專門的管理小組,輔助首席發(fā)揮管理和協(xié)調(diào)功能;(3)課題組中應(yīng)設(shè)聯(lián)絡(luò)人,促進信息的及時傳遞和交流的有效性。
[Abstract]:The major scientific research projects are aimed at solving the major scientific problems that restrict the national economy and social development of our country. They are the important grasp to improve the original innovation ability and the international competitiveness of science and technology of our country. In the national science and technology plan plays an important role, major scientific research projects have achieved fruitful results, but also the integration of project results is not strong, breakthrough limited problems. There is still a gap between the original intention and the expectation of setting up major scientific research projects. This phenomenon is affected by many internal and external factors, from the team internal point of view. One of the important reasons is that the cooperation among the study groups is not close enough. So how to improve the quality of the team cooperation of major scientific research projects has become a problem to be solved. This paper mainly focuses on the subjective initiative of the people in the team from the team level. From the perspective of team role, this paper explores the key role that the team of major scientific research projects should have and the key functions it should play. At the same time, it comprehensively describes and measures the quality of cooperation of major scientific research projects. This paper discusses the influence mechanism of key role function on different dimensions of cooperation quality, and puts forward empirical models and research hypotheses. Finally, this paper collects 159 effective samples to conduct empirical analysis by issuing questionnaires. To verify the hypothesis of the study, we can draw the following conclusion: (1) Mission leadership has a significant positive impact on the dimensions of communication, cooperation, mutual assistance, effort and contribution balance of cooperation quality; (2) emotional leadership has a significant positive effect on the dimensions of cooperation quality, effort and cohesion, while it has a positive effect on the dimensions of cooperation and communication. 3) the function of cross-border activities has a significant positive impact on the quality of communication, mutual assistance and cooperation. Finally, based on the results of the study, this paper puts forward the implications of team management of major scientific research projects. (1) the scientific and technological management department should evaluate the role integrity of the important scientific research project team when the project is established; (II) A dedicated management team should be established within the team to support the Chief Executive in the management and coordination functions; A contact person should be set up in the task group to promote the timely transmission of information and the effectiveness of exchange.
