【摘要】：同行評議已經(jīng)成為各國家確定國家級科學基金資助項目的主要方法,但該方法還存在不足之處,改進同行評議的方法之一是使用定量方法。歐盟研究理事會支持的DBF項目為將文獻計量學的定量方法應(yīng)用到項目評審過程中提供了良好的理論與實踐方案。本文系統(tǒng)介紹了該項目中對研究前沿的定義、研究前沿指標、指標的計算方法、優(yōu)缺點及有效性等方面的內(nèi)容,并提出了幾點我國科學基金項目評審工作今后在開展定量研究與實踐方面可供參考的建議。本文對完善我國國家科學基金評審流程、提高評審工作效率、確保評審結(jié)果的公平性等方面具有一定的理論意義。
[Abstract]:Peer review has become the main method of determining the state project funded by National Science Foundation, but this method still exist deficiencies, one of the methods to improve the peer review is the use of quantitative methods. The EU DBF project supported by the Research Council for the bibliometric quantitative method to the project evaluation process provides the theory and practice of the project good. This paper introduces the definition of the frontier of research in this project, the research frontier index, index calculation method, advantages and disadvantages of the effectiveness and other aspects, and puts forward some scientific evaluation work in China based gold projects in the future in the study and practice of developing quantitative recommendations for reference in this paper. Improve the National Science Foundation of China's review process, improve the efficiency of assessment, has certain theoretical significance to ensure fairness and other results of the review.
