【摘要】：區(qū)域創(chuàng)新能力是國家創(chuàng)新能力和國家競爭優(yōu)勢的重要組成部分，是建設(shè)創(chuàng)新型國家的重要基礎(chǔ)，提升區(qū)域創(chuàng)新能力已成為我國趕超西方發(fā)達國家的重要途徑，也是我國欠發(fā)達地區(qū)實現(xiàn)后發(fā)優(yōu)勢、脫貧致富的關(guān)鍵所在。開展欠發(fā)達地區(qū)區(qū)域創(chuàng)新能力評價與培育研究，是為了學(xué)習(xí)國外區(qū)域創(chuàng)新能力培育的先進經(jīng)驗，把握影響欠發(fā)達地區(qū)創(chuàng)新能力提升的要素，構(gòu)建欠發(fā)達地區(qū)區(qū)域創(chuàng)新能力影響因素模型。為此，本文研究了欠發(fā)達地區(qū)區(qū)域創(chuàng)新能力構(gòu)成的要素，分析了國外區(qū)域創(chuàng)新能力培育的做法和經(jīng)驗，，系統(tǒng)研究了欠發(fā)達地區(qū)區(qū)域創(chuàng)新能力影響因素模型的構(gòu)建，對欠發(fā)達地區(qū)區(qū)域創(chuàng)新能力進行了評價，提出了欠發(fā)達地區(qū)區(qū)域創(chuàng)新能力培育的對策建議。 1.論文在對區(qū)域創(chuàng)新系統(tǒng)、區(qū)域創(chuàng)新能力的概念及其相關(guān)理論進行綜述的基礎(chǔ)上，定義了欠發(fā)達地區(qū)的概念，提出了欠發(fā)達地區(qū)區(qū)域創(chuàng)新能力的構(gòu)成要素。欠發(fā)達地區(qū)的區(qū)域創(chuàng)新環(huán)境、知識創(chuàng)新能力、技術(shù)創(chuàng)新能力、創(chuàng)新成果轉(zhuǎn)化能力和區(qū)域經(jīng)濟發(fā)展水平是影響欠發(fā)達地區(qū)區(qū)域創(chuàng)新能力的關(guān)鍵因素，這為構(gòu)建欠發(fā)達地區(qū)區(qū)域創(chuàng)新能力影響因素模型奠定了基礎(chǔ)。 2.論文在深入分析美國、日本、歐盟、印度等國家和地區(qū)區(qū)域創(chuàng)新能力培育的做法和經(jīng)驗的基礎(chǔ)上，揭示了欠發(fā)達地區(qū)區(qū)域創(chuàng)新能力培育的基本規(guī)律。無論是國家還是地區(qū)的政府主導(dǎo)著創(chuàng)新環(huán)境的優(yōu)化和建設(shè)，對知識創(chuàng)新能力、技術(shù)創(chuàng)新能力、創(chuàng)新成果轉(zhuǎn)化能力的重視程度和區(qū)域經(jīng)濟發(fā)展水平的高低制約著欠發(fā)達地區(qū)區(qū)域創(chuàng)新能力的培育。這既有助于驗證論文提出的欠發(fā)達地區(qū)區(qū)域創(chuàng)新能力影響因素模型，又為我國欠發(fā)達地區(qū)區(qū)域創(chuàng)新能力的培育提供了有益的借鑒。 3.論文在提出欠發(fā)達地區(qū)區(qū)域創(chuàng)新能力影響因素模型理論假設(shè)的基礎(chǔ)上，運用了結(jié)構(gòu)方程理論對我國欠發(fā)達地區(qū)之一的黑龍江省的區(qū)域創(chuàng)新能力進行了實證分析，構(gòu)建了黑龍江省區(qū)域創(chuàng)新能力結(jié)構(gòu)方程模型，并對該模型進行了修正，驗證了欠發(fā)達地區(qū)區(qū)域創(chuàng)新能力影響因素模型的理論假設(shè)，區(qū)域創(chuàng)新環(huán)境、區(qū)域知識創(chuàng)新能力、區(qū)域技術(shù)創(chuàng)新能力、區(qū)域創(chuàng)新轉(zhuǎn)化能力和區(qū)域經(jīng)濟發(fā)展水平對欠發(fā)達地區(qū)區(qū)域創(chuàng)新能力有顯著正面影響。這為深入開展欠發(fā)達地區(qū)區(qū)域創(chuàng)新能力培育研究奠定了理論基礎(chǔ)。 4.論文在構(gòu)建欠發(fā)達地區(qū)區(qū)域創(chuàng)新能力影響因素模型的基礎(chǔ)上，提出了欠發(fā)達地區(qū)區(qū)域創(chuàng)新能力評價的思路、原則、和指標(biāo)體系構(gòu)建等，并運用模糊綜合評價法對黑龍江省的區(qū)域創(chuàng)新能力進行了評價，評價結(jié)果印證了國家區(qū)域創(chuàng)新能力報告中的評價結(jié)這為欠發(fā)達地區(qū)區(qū)域創(chuàng)新能力評價指標(biāo)體系的構(gòu)建和評價方法提供了一種新的思路。 5.論文提出了欠發(fā)達地區(qū)區(qū)域創(chuàng)新能力培育的對策。本文通過對國外區(qū)域創(chuàng)新能力培育的分析、欠發(fā)達地區(qū)區(qū)域創(chuàng)新能力影響因素模型的構(gòu)建和對以黑龍江省為代表的欠發(fā)達地區(qū)區(qū)域創(chuàng)新能力的評價，提出了提升政府創(chuàng)新的主導(dǎo)性，加強創(chuàng)新環(huán)境建設(shè)，發(fā)揮企業(yè)創(chuàng)新的主動性、增強企業(yè)創(chuàng)新能力，調(diào)動機構(gòu)創(chuàng)新的積極性、構(gòu)建創(chuàng)新服務(wù)體系，完善社會參與創(chuàng)新機制、打造創(chuàng)業(yè)投資平臺等舉措，這對培育我國欠發(fā)達地區(qū)區(qū)域創(chuàng)新能力具有方法性指導(dǎo)意義。
[Abstract]:Regional innovation ability is an important part of national innovation ability and the competitive advantage of nations, is an important foundation for the construction of an innovative country, to enhance regional innovation capability has become an important way for western developed countries to catch up with China, China is less advantage after the realization of the developed area, the key to carry out poverty alleviation. Under regional innovation capacity evaluation developed areas and cultivation research, in order to learn the advanced experience of foreign regional innovation ability cultivation, grasp the influence elements to enhance the innovation ability under developed areas, less developed areas construction of regional innovation capability influence factors model. Therefore, this paper studies the elements of regional innovation capability in underdeveloped areas, analyzes the regional innovation ability of foreign cultivation practice and experience of constructing the model of factors of regional innovation ability in underdeveloped areas affected the system research on Regional Innovation in less developed regions The force has been evaluated, and the countermeasures and suggestions for the cultivation of regional innovation ability in less developed areas are put forward.
1. in the regional innovation system are reviewed in this paper, the concept of regional innovation capability and related theory, defined the concept of underdeveloped areas, puts forward the elements of regional innovation capability in underdeveloped regions. The regional innovation environment in underdeveloped areas, knowledge innovation, technology innovation ability, innovation ability and achievements the level of regional economic development is a key factor affecting the regional innovation capability under developed area, which lays the foundation for the construction of factor model of regional innovation capability in underdeveloped areas.
2. based on the in-depth analysis of the United States, Japan, EU, base of cultivating regional innovation ability of India and other countries and regions of the practices and experience, reveals the basic law of regional innovation capability cultivation under developed area. Whether national or regional governments dominate the optimization and innovation environment construction, the knowledge innovation, technology innovation ability, transformation ability of innovation and the importance of regional economic development level restricts the regional innovation capability cultivation in underdeveloped areas. This is the model of influencing factors of regional innovation ability in underdeveloped regions to verify the proposed, and provide a useful reference for the cultivation of regional innovation ability in underdeveloped regions of China.
3. based on the proposed regional innovation ability of underdeveloped areas influence factors model hypothesis, using structural equation theory to one of the less developed regions in China's Heilongjiang province regional innovation ability to conduct empirical analysis, construct the regional innovation ability of Heilongjiang province structural equation model, and the model was modified to verify the theoretical assumptions model of regional innovation capability in underdeveloped regions, regional innovation environment, knowledge innovation, regional technological innovation capability, regional innovation capacity and the level of regional economic development has a significant positive impact on regional innovation capability in underdeveloped areas. This is further less developed areas of regional innovation capability cultivation research establishes theory the foundation.
The 4. factor model in the construction of foundation under the regional innovation ability of developed area effect, the less developed areas of regional innovation ability evaluation method, the principle and construction of the index system, and use the fuzzy comprehensive evaluation method for Heilongjiang province regional innovation capacity evaluation, the evaluation results confirms the evaluation of regional innovation ability of the state to report the node which provides a new idea for the construction in regional innovation ability evaluation index system in developed areas and evaluation methods.
5. the paper puts forward countermeasures to cultivate the regional innovation ability of less developed areas. Through the analysis of the cultivation of regional innovation ability in foreign countries, under regional innovation ability developed area model construction and the influencing factors in Heilongjiang Province as the representative of the underdeveloped areas of regional innovation capability evaluation, put forward to enhance the dominance of government innovation, strengthen the construction of innovation environment, initiative innovation, enhance innovation ability, arouse the enthusiasm of mechanism innovation, construct innovation service system, improve the social participation mechanism of innovation and create entrepreneurial investment platform and other initiatives, this method has guiding significance to the cultivation of China's less developed regions.
