【摘要】:科學(xué)技術(shù)是現(xiàn)代生產(chǎn)力中最活躍的和決定性的因素,是提高勞動(dòng)生產(chǎn)率的重要的源泉、建設(shè)現(xiàn)代精神文明的重要的基石。而科技體制管理是按照科學(xué)活動(dòng)的客觀規(guī)律和國(guó)家社會(huì)對(duì)科學(xué)技術(shù)的需要,對(duì)科研活動(dòng)的要素進(jìn)行計(jì)劃、組織、配置、協(xié)調(diào)、監(jiān)督等一系列活動(dòng),它直接關(guān)系到科研活動(dòng)的發(fā)展方向、發(fā)展?fàn)顟B(tài)和發(fā)展效果。我國(guó)科技體制改革從1985年開(kāi)始,至今已有26年。作為社會(huì)體制改革的一個(gè)重要部分,這一改革極大地促進(jìn)了我國(guó)經(jīng)濟(jì)、社會(huì)和科技事業(yè)的發(fā)展。廣東省的科技管理體制改革也是啟動(dòng)于1985年,期間大致經(jīng)歷了三個(gè)發(fā)展階段,從實(shí)行放寬、搞活科研機(jī)構(gòu),引人競(jìng)爭(zhēng)機(jī)制,對(duì)外實(shí)行有償合同制,推行所長(zhǎng)負(fù)責(zé)制,改革撥款制度;到進(jìn)行科技系統(tǒng)的結(jié)構(gòu)調(diào)整和人才分流、推進(jìn)省直科研機(jī)構(gòu)改革和發(fā)展,進(jìn)行了一系列的改革和探索。 本文針對(duì)10年來(lái)廣東省屬開(kāi)發(fā)類科研院所體制改革的發(fā)展和面對(duì)的問(wèn)題與挑戰(zhàn),從以下幾個(gè)方面進(jìn)行了分析。首先,本文選取了國(guó)家創(chuàng)新體系理論、委托代理理論、產(chǎn)權(quán)理論為研究框架,從國(guó)家的總體制度政策環(huán)境、組織內(nèi)部結(jié)構(gòu)及人力資源配置、產(chǎn)權(quán)安排屬性等方面對(duì)問(wèn)題展開(kāi)研究。其次,本文對(duì)廣東省10年來(lái)的發(fā)展數(shù)據(jù)進(jìn)行分析比較,總結(jié)其發(fā)展成果與存在問(wèn)題,最后,論文提出要加強(qiáng)廣東省屬開(kāi)發(fā)類科研院所體制改革需要完善外部宏觀制度政策配套、理順組織內(nèi)部管理職權(quán)、完善明晰產(chǎn)權(quán)制度。
[Abstract]:Science and technology is the most active and decisive factor in modern productive forces and an important source of improving labor productivity. The management of science and technology system is to plan, organize, allocate and coordinate the elements of scientific research activities according to the objective laws of scientific activities and the needs of the state and society for science and technology. Supervision and a series of activities, it is directly related to the development direction of scientific research activities, development status and development results. China's scientific and technological system reform began in 1985. It has been 26 years. As an important part of the reform of the social system, this reform has greatly promoted the economy of our country. The reform of science and technology management system in Guangdong Province was also launched in 1985, during which three stages of development were generally experienced, from the implementation of relaxation, invigorating scientific research institutions, and attracting competition mechanism. To carry out the compensation contract system, to carry out the director responsibility system and to reform the allocation system; A series of reforms and explorations have been carried out to readjust the structure of the scientific and technological system and to divert talents and promote the reform and development of scientific research institutions in the province. This paper analyzes the problems and challenges of the system reform of Guangdong Provincial Development Research Institutes in the past 10 years. Firstly, this paper selects the theory of national innovation system. Principal-agent theory, property rights theory as the research framework, from the overall institutional policy environment of the country, the internal structure of the organization and the allocation of human resources, property rights arrangements and other aspects of the study. Secondly. This paper analyzes and compares the development data of Guangdong Province in the past 10 years, summarizes its development achievements and existing problems, and finally. The paper points out that to strengthen the reform of Guangdong province's scientific research institutes, it is necessary to perfect the external macro system policy, to rationalize the internal management authority of the organization, and to perfect and clarify the property right system.
