　　服務(wù)貿(mào)易自由化與服務(wù)貿(mào)易保護主義國際服務(wù)貿(mào)易的政策和措施。在國際貿(mào)易中，服務(wù)貿(mào)易占1/3，西方發(fā)達國家服務(wù)出口占世界服務(wù)出口的80%。20世紀80年代以來，貿(mào)易保護主義盛行和債務(wù)危機加深，發(fā)展中國家工業(yè)制成品也越來越具有競爭力，發(fā)達國家就越來越重視服務(wù)貿(mào)易出口，并積極倡導(dǎo)服務(wù)貿(mào)易自由化。1986年9月關(guān)貿(mào)總協(xié)定烏拉圭回合《部長宣言》提出建立服務(wù)貿(mào)易原則和條例的多邊框架，在提高透明度和逐步自由化的條件下擴大服務(wù)貿(mào)易，促進所有貿(mào)易伙伴的經(jīng)濟發(fā)展及國家的進步。服務(wù)貿(mào)易保護主義是在世界性經(jīng)濟蕭條、服務(wù)市場競爭激烈的情況下，各國為了自己的利益，對服務(wù)貿(mào)易采取逐步實行的政策。尤其是服務(wù)業(yè)不甚發(fā)達的發(fā)展中國家更是如此，如阿拉伯國家為了保護阿拉伯國家利益，多次召開區(qū)域性國際會議，制定保護阿拉伯國家利益，限制外國承包商的法令和措施。西方發(fā)達國家一面倡導(dǎo)服務(wù)貿(mào)易自由化，同時對發(fā)展中國家勞動密集型服務(wù)貿(mào)易實行嚴格限制，如美國限制外籍普通服務(wù)人員入境，西歐各國近幾年辭退發(fā)展中國家服務(wù)人員多達幾萬人。
