國有鋼鐵企業(yè)業(yè)務(wù)流程管理成熟度評價模型構(gòu)建研究

【摘要】:隨著信息技術(shù)的飛速發(fā)展和經(jīng)濟一體化趨勢的日益明顯,全球鋼鐵企業(yè)之間的競爭也日趨激烈。尤其是當(dāng)今以3C為代表的現(xiàn)代企業(yè)經(jīng)營環(huán)境更是對國有鋼鐵企業(yè)帶來了更大的挑戰(zhàn)。一方面,客戶需求更加個性化、多樣化;另一方面,來自國外巨頭鋼鐵企業(yè)的競爭壓力。面對嚴(yán)峻的行業(yè)環(huán)境,國有鋼業(yè)將目光轉(zhuǎn)向企業(yè)管理的變革和業(yè)務(wù)流程管理的創(chuàng)新。然而,伴隨業(yè)務(wù)流程管理理念的深入推進(jìn),國有鋼鐵企業(yè)原有的業(yè)務(wù)流程管理方式突顯出諸多弊端。例如,專業(yè)流程管理機構(gòu)尚未建立、流程管理的評價體系不成熟等問題。因此,研究構(gòu)建一套科學(xué)、合理的業(yè)務(wù)流程管理評價體系對提高國有鋼鐵企業(yè)的業(yè)務(wù)流程管理水平,加強國有鋼鐵企業(yè)對業(yè)務(wù)流程管理的控制具有非常重要的意義。 本文首先,闡述了選題背景及研究意義,綜合分析了國內(nèi)外業(yè)務(wù)流程管理的現(xiàn)狀,明確了論文的研究思路。其次,梳理了業(yè)務(wù)流程管理相關(guān)概念、成熟度模型相關(guān)理論以及成熟度模型在業(yè)務(wù)流程管理中的應(yīng)用。再其次,分析了國有鋼鐵企業(yè)業(yè)務(wù)流程管理的現(xiàn)狀及存在的問題。在總結(jié)回顧相關(guān)理論與分析現(xiàn)狀的基礎(chǔ)上,從戰(zhàn)略管理、企業(yè)文化、業(yè)務(wù)流程管理、客戶關(guān)系管理、人力資源管理、知識管理、IT系統(tǒng)管理七個維度設(shè)計了國有鋼鐵企業(yè)業(yè)務(wù)流程管理成熟度評價模型,該評價模型包括7個一級指標(biāo)和32個二級指標(biāo),并通過問卷調(diào)查、專家打分法獲取數(shù)據(jù)、使用格柵獲取法和模糊Borda數(shù)分析法確定指標(biāo)權(quán)重,利用模糊綜合評價法確定成熟度等級。最后,,結(jié)合案例分析了指標(biāo)體系的評價模型的有效性、科學(xué)性,并在此基礎(chǔ)上提出相應(yīng)的對策建議。
[Abstract]:With the rapid development of information technology and the increasingly obvious trend of economic integration, the competition among steel enterprises in the world is becoming increasingly fierce.Especially, the modern business environment, represented by 3C, has brought more challenges to state-owned iron and steel enterprises.On the one hand, customer demand is more individualized and diversified; on the other hand, competition pressure from foreign giant steel enterprises.Facing the severe industry environment, the state-owned steel industry turns its attention to the reform of enterprise management and innovation of business process management.However, with the deepening of business process management concept, the original business process management of state-owned iron and steel enterprises highlights many drawbacks.For example, the professional process management organization has not been established, the evaluation system of process management is not mature and so on.Therefore, it is of great significance to study and construct a set of scientific and reasonable business process management evaluation system to improve the level of business process management in state-owned iron and steel enterprises and to strengthen the control of business process management in state-owned iron and steel enterprises.First of all, this paper expounds the background and significance of the topic, analyzes the current situation of business process management at home and abroad, and clarifies the research ideas of the paper.Secondly, the related concepts of business process management, the theory of maturity model and the application of maturity model in business process management are reviewed.Secondly, the paper analyzes the current situation and existing problems of business process management in state-owned iron and steel enterprises.On the basis of summarizing and reviewing the relevant theories and analysis, from strategic management, corporate culture, business process management, customer relationship management, human resources management,The evaluation model of business process management maturity of state-owned iron and steel enterprises is designed from seven dimensions of knowledge management and IT system management. The evaluation model includes 7 first-grade indexes and 32 second-order indexes. The data are obtained by questionnaire survey and expert scoring method.The index weight is determined by grid acquisition method and fuzzy Borda number analysis method, and the maturity grade is determined by fuzzy comprehensive evaluation method.Finally, the effectiveness and scientific nature of the evaluation model of the index system are analyzed with a case study, and the corresponding countermeasures and suggestions are put forward.
