【摘要】：實行校、院二級管理體制是現(xiàn)代大學(xué)內(nèi)部管理體制改革的必然趨勢,厘清校、院二級管理運行機制,理順行為主體的責(zé)、權(quán)、利關(guān)系,是現(xiàn)代大學(xué)提升辦學(xué)水平的有效保障。文章從影響校、院二級管理成效的關(guān)鍵因素入手,解析矩陣式校、院二級管理運行機制,提倡雙向、雙重績效,構(gòu)建現(xiàn)代大學(xué)制度下的校長負(fù)責(zé)、教授治學(xué)、民主管理,真正實現(xiàn)學(xué)術(shù)管理與行政管理的生態(tài)平衡。
[Abstract]:It is the inevitable trend of the reform of the internal management system of the modern university to carry out the management system of the school and the hospital. It is an effective guarantee for the modern university to raise the level of running a school by clarifying the operation mechanism of the school and the second level management of the school, straightening out the responsibility, power and benefit relation of the main body of behavior. This article starts with the key factors affecting the effectiveness of secondary management of schools and colleges, analyzes the matrix schools, the operational mechanisms of secondary management of schools, advocates two-way, dual performance, constructs the principals under the modern university system to be responsible, teaches studies, and manages democratically, and establishes a modern university system in which the president is responsible, teaching and democratic management. Truly realize the ecological balance between academic management and administrative management.
