【摘要】：為推動廣西高校創(chuàng)新創(chuàng)業(yè)教育改革,廣西區(qū)政府從2015年開始實(shí)施了廣西高等教育強(qiáng)基創(chuàng)優(yōu)計(jì)劃,先后投入財政專項(xiàng)資金8.36億元。然而,如何對強(qiáng)基創(chuàng)優(yōu)項(xiàng)目進(jìn)行科學(xué)合理的績效評價,推動政策有效實(shí)施成為亟待解決的問題。文章以層次分析法(AHP)與關(guān)鍵績效指標(biāo)(KIP)為理論基礎(chǔ),嘗試構(gòu)建廣西強(qiáng)基創(chuàng)優(yōu)項(xiàng)目績效評價模型。模型指標(biāo)體系分立項(xiàng)管理、過程管理和效益管理三方面,以項(xiàng)目本身的政策含義、實(shí)際效益為重點(diǎn),兼顧項(xiàng)目制定與執(zhí)行過程,拓展評價內(nèi)容的深度與廣度,克服了以往項(xiàng)目績效評價過于籠統(tǒng)、模糊且可操作性差等缺點(diǎn),具有較強(qiáng)的針對性和實(shí)用性。
[Abstract]:In order to promote the reform of innovation and entrepreneurship education in Guangxi colleges and universities, the Guangxi district government began to implement the Guangxi higher education strong foundation creation program from 2015, and invested 836 million yuan in the special financial fund one after another. However, how to carry on the scientific and reasonable performance appraisal to the strong foundation creates the excellent project, promotes the policy to carry out effectively becomes the question which urgently needs to be solved. Based on the analytic hierarchy process (AHP) and the key performance index (KIP), this paper attempts to construct the performance evaluation model of Guangxi strong foundation project. The model index system is divided into three aspects: item management, process management and benefit management, focusing on the policy meaning and actual benefit of the project itself, giving consideration to the process of project formulation and implementation, and expanding the depth and breadth of the evaluation content. It overcomes the shortcomings of the former project performance evaluation, such as too general, fuzzy and poor maneuverability, so it has strong pertinence and practicability.
