【摘要】：正一、問題的提出與研究目的2009年5月,中共中央辦公廳、國(guó)務(wù)院辦公廳印發(fā)了《關(guān)于完善村級(jí)組織運(yùn)轉(zhuǎn)經(jīng)費(fèi)保障機(jī)制促進(jìn)村級(jí)組織建設(shè)的意見》。隨后,各地政府積極響應(yīng),加大了對(duì)農(nóng)村基層組織經(jīng)費(fèi)保障的扶持力度。2010年和2012年,廣東省委辦公廳、省政府辦公廳也陸續(xù)出臺(tái)了《關(guān)于建立穩(wěn)定規(guī)范的農(nóng)村基層組織經(jīng)費(fèi)保障制度的意見》和《關(guān)于進(jìn)一步加大農(nóng)村基層組織工作經(jīng)費(fèi)保障力度的意見》,并逐步建立了以"省市補(bǔ)助、縣級(jí)統(tǒng)籌、村集體收入
[Abstract]:In May 2009, the General Office of the CPC Central Committee and the General Office of the State Council issued opinions on perfecting the funds guarantee Mechanism for the Operation of Village organizations to promote the Construction of Village organizations. Subsequently, local governments responded positively and increased their support for rural grass-roots organizations. In 2010 and 2012, the General Office of the Guangdong Provincial Party Committee, The General Office of the Provincial Government has also successively issued the opinions on establishing a stable and standardized funding guarantee system for rural grass-roots organizations and on further enhancing the support of funds for the work of rural grass-roots organizations.
