【摘要】：為了加快城鄉(xiāng)統(tǒng)籌步伐,縮小區(qū)域發(fā)展差距,實(shí)現(xiàn)基本公共服務(wù)均等化已經(jīng)成為構(gòu)建和諧社會(huì)的重要支撐。中央和地方政府對其高度重視,并出臺(tái)了一系列有針對性的政策措施。此外,“十一五”規(guī)劃還將“均等化”作為基本公共服務(wù)供給的重大戰(zhàn)略目標(biāo)之一。2009年12月,廣東省政府頒布《廣東省基本公共服務(wù)均等化規(guī)劃綱要(2009-2020年)》,提出按照全面規(guī)劃、重點(diǎn)突破的原則,分階段在全省范圍內(nèi)積極推進(jìn)基本公共服務(wù)均等化,逐步建立布局合理、功能多樣、水平適度的基本公共服務(wù)供給體系,讓全省人民都能公平等享受到基本公共服務(wù)均等化的發(fā)展成果,提高全省人民的總體福利水平。本文主要的研究內(nèi)容是通過測量2005-2014年之間廣東省基本公共服務(wù)均等化差異變動(dòng)、區(qū)域間的均等化差異變動(dòng)以及目前的基本公共服務(wù)水平來研究廣東省基本公共服務(wù)均等化的現(xiàn)狀和存在的問題。從研究結(jié)果來看,從2009年開始廣東省基本公共服務(wù)均等化差異在逐年縮小,但區(qū)域間的差異在逐年升高,且交通設(shè)施和社會(huì)保障的差異相對較高。對廣東省出臺(tái)的一系列促進(jìn)均等化發(fā)展的相關(guān)政策進(jìn)行總結(jié)分析后,本文發(fā)現(xiàn)導(dǎo)致以上問題的原因主要有三點(diǎn):首先,是當(dāng)前的二元結(jié)構(gòu)造成基本公共服務(wù)供給不均衡;其次,是由于財(cái)政非均衡機(jī)制的限制導(dǎo)致基本公共服務(wù)非均等化;最后,是由于基本公共服務(wù)均等化項(xiàng)目進(jìn)程推動(dòng)不完善,試點(diǎn)范圍較小。進(jìn)而,本文對此提出以下改進(jìn)建議:首先,應(yīng)從立法方面下手,完善財(cái)政體制以及財(cái)政供給方式,針對基本公共服務(wù)發(fā)展的薄弱環(huán)節(jié),著力調(diào)整財(cái)政支出結(jié)構(gòu),構(gòu)建基本公共服務(wù)發(fā)展重點(diǎn)與財(cái)政保障重點(diǎn)動(dòng)態(tài)互動(dòng)調(diào)整機(jī)制;其次,可以從創(chuàng)新角度出發(fā),建立基本公共服務(wù)多元化供給方式,關(guān)注公眾需求,完善基本公共服務(wù)配置標(biāo)準(zhǔn);最后,需要完善基本公共服務(wù)均等化監(jiān)督及績效評(píng)估機(jī)制,構(gòu)建與績效相關(guān)的鼓勵(lì)政策,繼續(xù)深化公共服務(wù)領(lǐng)域改革,進(jìn)一步提升基本公共服務(wù)的效率和質(zhì)量,提高公眾的滿意度。通過此次研究有針對性的對廣東省公共服務(wù)均等化進(jìn)程提出相關(guān)的政策優(yōu)化建議,可以加快廣東省實(shí)現(xiàn)公共服務(wù)均等化的步伐,并給其他省份乃至全國提出可參考的意見。
[Abstract]:In order to accelerate the pace of urban and rural planning, reduce the regional development gap, and realize the equalization of basic public services, it has become an important support for the construction of a harmonious society. Central and local governments attach great importance to it, and issued a series of targeted policy measures. In addition, the 11th Five-Year Plan also regards "equalization" as one of the major strategic goals in the provision of basic public services. In December 2009, the Guangdong Provincial Government promulgated the outline of the Plan for Equalization of basic Public Services in Guangdong Province (2009-2020), proposing that it should be in accordance with the overall plan. The principle of key breakthroughs is to actively promote equalization of basic public services throughout the province in stages, and gradually establish a system of supply of basic public services with reasonable layout, diverse functions, and appropriate level. So that the people of the whole province can enjoy the development fruits of equalization of basic public services equitably, and improve the overall welfare level of the people of the whole province. The main research content of this paper is to measure the change of basic public service equalization difference between 2005 and 2014 in Guangdong Province. This paper studies the current situation and existing problems of the equalization of basic public services in Guangdong Province by the changes of regional equalization differences and the current level of basic public services. From the results of the study, the difference of basic public service equalization in Guangdong Province has been decreasing year by year since 2009, but the regional difference is increasing year by year, and the difference of transportation facilities and social security is relatively high. After summing up and analyzing a series of policies to promote equalization, this paper finds that there are three main reasons for the above problems: first, the current dual structure causes the imbalance in the supply of basic public services; secondly, It is due to the restriction of financial disequilibrium mechanism that the basic public service is not equalized. Finally, the process of the basic public service equalization project is not perfect, and the scope of the pilot project is relatively small. Then, this paper puts forward the following suggestions: first, we should start with legislation, perfect the financial system and the mode of fiscal supply, and focus on adjusting the structure of fiscal expenditure in view of the weak links of the development of basic public services. Secondly, we can set up the diversified supply mode of basic public service from the angle of innovation, pay attention to the public demand, perfect the standard of basic public service allocation. Finally, we need to improve the mechanism of equalization supervision and performance evaluation of basic public services, construct performance-related incentive policies, continue to deepen the reform of public services, and further improve the efficiency and quality of basic public services. Improve public satisfaction. Through this study, the author puts forward relevant policy optimization suggestions on the process of equalization of public service in Guangdong Province, which can accelerate the pace of realizing the equalization of public service in Guangdong Province, and put forward some suggestions for reference to other provinces and even to the whole country.
