【摘要】：近年來,隨著我國(guó)綜合國(guó)力的不斷增強(qiáng),武器裝備水平的快速提升,中國(guó)軍貿(mào)行業(yè)面臨難得的發(fā)展機(jī)遇,呈現(xiàn)出朝氣蓬勃的發(fā)展態(tài)勢(shì)。根據(jù)瑞典斯德哥爾摩和平研究所(SIPRI)最新公布的一份報(bào)告顯示,全球過去5年的軍火貿(mào)易創(chuàng)冷戰(zhàn)結(jié)束以來的新高,而助推這種增長(zhǎng)的主要因素是中東和亞太地區(qū)軍火貿(mào)易大幅增加。中國(guó)緊隨美國(guó)、俄羅斯,名列全球第三。面對(duì)西方競(jìng)爭(zhēng)對(duì)手先進(jìn)的管理視角與方法,傳統(tǒng)的項(xiàng)目管理已無法幫助企業(yè)在國(guó)際軍貿(mào)市場(chǎng)站穩(wěn)腳跟,而傳統(tǒng)的財(cái)務(wù)管理亦無法引導(dǎo)企業(yè)高效的分配資源,執(zhí)行戰(zhàn)略。打破以往以行政部門職能劃分的管理層次,形成以項(xiàng)目為核心充分發(fā)揮財(cái)務(wù)管理作用確保項(xiàng)目順利進(jìn)行的項(xiàng)目財(cái)務(wù)管理概念應(yīng)運(yùn)而生。本文通過比較項(xiàng)目財(cái)務(wù)管理與通用財(cái)務(wù)管理概念的異同,結(jié)合航空軍貿(mào)企業(yè)的項(xiàng)目經(jīng)營(yíng)特點(diǎn),得出航空軍貿(mào)企業(yè)項(xiàng)目財(cái)務(wù)管理通過以項(xiàng)目為維度的價(jià)格體系建立、目標(biāo)價(jià)格管理、目標(biāo)成本管理、資金管理、財(cái)務(wù)風(fēng)險(xiǎn)管理、財(cái)務(wù)績(jī)效評(píng)價(jià)等工作,為項(xiàng)目提供全價(jià)值鏈的服務(wù)和支持的主要內(nèi)容。文中以國(guó)內(nèi)某航空軍貿(mào)公司A項(xiàng)目的項(xiàng)目財(cái)務(wù)管理實(shí)踐為例,深入分析其運(yùn)行體系、構(gòu)架、現(xiàn)狀并針對(duì)A項(xiàng)目在定價(jià)及目標(biāo)價(jià)格管理、目標(biāo)成本管理、資金管理、財(cái)務(wù)風(fēng)險(xiǎn)管理、財(cái)務(wù)績(jī)效評(píng)價(jià)管理等五方面存在的不足提出改進(jìn)定價(jià)技術(shù)手段,建立狀態(tài)變更制度鎖定目標(biāo)成本,被動(dòng)保障轉(zhuǎn)向主動(dòng)管理改善項(xiàng)目現(xiàn)金流,健全系統(tǒng)化的財(cái)務(wù)風(fēng)險(xiǎn)管理框架,完善財(cái)務(wù)績(jī)效評(píng)價(jià)口徑建立項(xiàng)目后評(píng)估制度等合理的優(yōu)化建議,從而有助于A項(xiàng)目的管理水平得到進(jìn)一步提升。在國(guó)際形勢(shì)復(fù)雜多變,國(guó)際經(jīng)濟(jì)緩慢復(fù)蘇,軍貿(mào)行業(yè)競(jìng)爭(zhēng)日益激烈,人民幣面臨較大升值壓力,不確定因素日益增多的局面下,航空軍貿(mào)企業(yè)的經(jīng)營(yíng)戰(zhàn)略目標(biāo)實(shí)現(xiàn)面臨更多、更大的不確定性,只有建立起科學(xué)完備、運(yùn)行高效的項(xiàng)目財(cái)務(wù)管理體系,才能夠更加合理地匹配航空軍貿(mào)項(xiàng)目的風(fēng)險(xiǎn)和收益,以更高的風(fēng)險(xiǎn)承受能力去開拓更多的市場(chǎng)業(yè)務(wù)、獲取更大的安全收益,從而促進(jìn)公司軍貿(mào)業(yè)務(wù)持續(xù)健康快速發(fā)展。本文同時(shí)也為國(guó)內(nèi)軍貿(mào)及其他外貿(mào)企業(yè)加強(qiáng)項(xiàng)目財(cái)務(wù)管理體系建設(shè)提供了切合實(shí)際的參考建議。
[Abstract]:In recent years, with the continuous enhancement of China's comprehensive national strength and the rapid improvement of the level of weapons and equipment, China's military trade industry is faced with rare opportunities for development, showing a vigorous development situation. According to a new report released by the Stockholm Peace Research Institute (SIPRI) in Sweden, the world's arms trade in the past five years has reached its highest level since the end of the cold war. The main driver of this growth was a sharp increase in arms trade in the Middle East and the Asia-Pacific region. China, following the United States and Russia, ranks third in the world. In the face of the advanced management perspective and methods of western competitors, traditional project management can no longer help enterprises to stand firm in the international military trade market, and traditional financial management can not guide enterprises to allocate resources efficiently and carry out their strategies. The concept of project financial management which takes the project as the core to give full play to the role of financial management to ensure the smooth progress of the project emerges as the times require. By comparing the similarities and differences between project financial management and general financial management, combined with the project management characteristics of aviation military trade enterprises, this paper draws a conclusion that the project financial management of aviation military trade enterprises is established through the price system based on project. Target price management, target cost management, fund management, financial risk management, financial performance evaluation, etc., to provide full value chain services and support for the project. This paper takes the project financial management practice of A project of a domestic aviation military trade company as an example, deeply analyzes its running system, framework, current situation and aims at A project in pricing and target price management, target cost management, capital management. The shortcomings of financial risk management, financial performance evaluation management and so on are to improve the pricing techniques, to establish a system of state change to lock in the target cost, and to change the passive guarantee to active management to improve the cash flow of the project. Perfect the systematic financial risk management framework, perfect the financial performance evaluation to establish the project post-evaluation system and other reasonable optimization suggestions, so as to further improve the management level of the A project. Under the complicated and changeable international situation, the slow recovery of the international economy, the increasingly fierce competition in the military trade industry, the greater pressure of appreciation of the RMB and the increasing number of uncertain factors, the realization of the operational strategic objectives of the aviation military-trade enterprises is facing more and more. With greater uncertainty, only by establishing a scientific and complete and efficient project financial management system can we more reasonably match the risks and benefits of aviation military trade projects and develop more market operations with a higher risk bearing capacity. To achieve greater security benefits, thereby promoting the company's military trade business continued healthy and rapid development. At the same time, this paper also provides practical suggestions for domestic military trade and other foreign trade enterprises to strengthen the construction of project financial management system.
