公立醫(yī)院后勤管理績效評價研究

【摘要】:隨著我國社會經(jīng)濟快速發(fā)展,醫(yī)院后勤管理的建設發(fā)展勢在必行。如何有效提升醫(yī)院后勤管理工作越來越成為人們關(guān)注的問題。公立醫(yī)院的年診療量占全社會診療量的90%以上,對公立醫(yī)院后勤管理進行績效評價可以提高公立醫(yī)院后勤管理水平,進而更好的提升公立醫(yī)院醫(yī)療質(zhì)量與服務質(zhì)量,使絕大多數(shù)百姓得到更好的服務。公立醫(yī)院后勤管理具有十分重要的作用,然而與之相對應的績效評價理論研究與方法研究并不完善,大部分的公立醫(yī)院績效評價研究重點是公立醫(yī)院的醫(yī)療科室業(yè)務,對于公立醫(yī)院后勤管理的專項系統(tǒng)研究少之又少;诖,本文以公立醫(yī)院后勤管理為研究對象,對公立醫(yī)院后勤管理績效評價的理論與方法進行探討和研究,旨在為公立醫(yī)院后勤管理提供一套具有普遍適用性的績效評價方法。本文首先分別對績效、績效評價、公立醫(yī)院、公立醫(yī)院后勤管理、公立醫(yī)院后勤管理績效評價等概念進行界定,并對公立醫(yī)院后勤管理績效評價的功能及作用進行概括。在結(jié)合公立醫(yī)院后勤管理現(xiàn)狀的前提下,以指標體系為切入點,深刻剖析公立醫(yī)院后勤管理的各項工作,根據(jù)評價指標選取原則與專家訪談的方式選取評價指標,后通過德爾菲法獲得專家數(shù)據(jù),用層次分析法對搜集的數(shù)據(jù)進行處理,得到各項指標的權(quán)重,從而建立起合理、健全的公立醫(yī)院后勤管理績效評價模型。本文將具體的公立醫(yī)院作為案例,利用本文建立的績效評價模型對其進行績效評價,得出相應結(jié)論。公立醫(yī)院后勤管理績效評價是績效評價理論在新領域的一次有益實踐。從認識到熟悉,從理論到實踐都需要一個較長的過程。隨著公立醫(yī)院后勤管理越來越被人們所重視,對其的績效評價理論研究也必然越來越深入,相信越來越多的公立醫(yī)院將利用這一方法,提升后勤管理能力與工作效率,從而提升公立醫(yī)院的整體競爭力。
[Abstract]:With the rapid development of social economy in China, the construction and development of hospital logistics management is imperative. How to effectively improve the hospital logistics management has become a growing concern. The annual amount of diagnosis and treatment in public hospitals accounts for more than 90% of the total amount of diagnosis and treatment in the whole society. The performance evaluation of logistics management in public hospitals can improve the level of logistics management in public hospitals, and then improve the quality of medical treatment and service in public hospitals. So that the vast majority of the people get better services. The logistics management of public hospitals plays a very important role, but the corresponding research on performance evaluation theory and methods is not perfect. Most of the research focus of performance evaluation in public hospitals is the medical department business of public hospitals. There is little research on the special system of logistics management in public hospitals. Based on this, this paper takes the public hospital logistics management as the research object, discusses and studies the theory and method of the performance evaluation of the public hospital logistics management. The purpose of this paper is to provide a general performance evaluation method for public hospital logistics management. In this paper, the concepts of performance, performance evaluation and performance evaluation of public hospital logistics management are defined, and the functions and functions of performance evaluation of public hospital logistics management are summarized. On the premise of combining the present situation of public hospital logistics management, taking the index system as the breakthrough point, this paper deeply analyzes the various work of the public hospital logistics management, and selects the evaluation index according to the evaluation index selection principle and the way of expert interview. After obtaining expert data by Delphi method, processing the collected data by AHP, get the weight of each index, and then establish a reasonable and sound performance evaluation model of logistics management in public hospitals. In this paper, the specific public hospitals as a case, using the performance evaluation model established in this paper to evaluate its performance, draw the corresponding conclusions. Public hospital logistics management performance evaluation is a beneficial practice of performance evaluation theory in the new field. From recognition to familiarity, from theory to practice requires a long process. With more and more attention being paid to the logistics management of public hospitals, the theoretical research on performance evaluation is bound to be more and more in-depth. It is believed that more and more public hospitals will use this method to improve the ability and efficiency of logistics management. So as to enhance the overall competitiveness of public hospitals.
