【摘要】：反貧困治理體系創(chuàng)新既是幫助窮人的民生工程,也是國家治理體系的創(chuàng)新,中國的反貧困正在從臨時的、項目制的治理轉(zhuǎn)向制度性治理。為了提高反貧困治理績效,中國政府在反貧困治理體系方面做了大量創(chuàng)新,其中4個維度的創(chuàng)新對國家治理體系具有重要意義:一是反貧困治理重心的下移,包括扶貧理念貼近群眾、幫扶措施要精準和工作人員下移;二是反貧困協(xié)作治理框架的形成,包括跨部門領(lǐng)導(dǎo)小組及多部門參與反貧困措施和貧困縣涉農(nóng)資金縣級整合;三是反貧困中不同利益主體參與的擴大,包括目標(biāo)人群、社區(qū)居民、合作社、第三方機構(gòu)、商業(yè)主體的參與;四是反貧困治理工具措施載體的多樣化,針對多樣性的致貧原因?qū)嵤┒鄻踊卫淼墓ぞ?并探索治理工具的時空組合。當(dāng)然反貧困治理體系機制改革在這4個維度仍有許多亟待探索研究之處,如基層單位自治能力的提高、長效機制的建立、內(nèi)生動力的強化、商業(yè)盈利與扶貧效果的平衡以及政策實施過程的完善。
[Abstract]:The innovation of anti-poverty governance system is not only the project to help the poor people's livelihood, but also the innovation of national governance system. China's anti-poverty system is changing from temporary, project-based governance to institutional governance. In order to improve the performance of anti-poverty governance, the Chinese government has made a lot of innovations in the anti-poverty governance system, in which four dimensions of innovation are of great significance to the national governance system. The concept of poverty alleviation should be close to the masses, the help measures should be accurate and the staff should be moved down; the second is the formation of the anti-poverty cooperative governance framework, including the inter-departmental leading group and the multi-sector participation in anti-poverty measures and the county level integration of agriculture-related funds in poor counties; The third is the expansion of the participation of different stakeholders in the fight against poverty, including the participation of target groups, community residents, cooperatives, third-party organizations and business entities; fourth, the diversification of the carrier of anti-poverty control tools. Aiming at the causes of poverty caused by diversity, we implement diversified governance tools, and explore the space-time combination of governance tools. Of course, the reform of anti-poverty governance system mechanism still needs to be explored and studied in these four dimensions, such as the improvement of the autonomy ability of grass-roots units, the establishment of long-term mechanism, the strengthening of endogenous power. The balance between commercial profit and poverty reduction and the perfection of policy implementation process.
