林區(qū)扶貧績效評價:來自贛州市15個林業(yè)縣的實(shí)證研究

【摘要】:為了厘清現(xiàn)有的扶貧政策對林區(qū)的減貧效果,探索扶貧政策在林區(qū)貧困縣與非貧困縣實(shí)施的效果差異,利用2008~2014年贛南林區(qū)15個林業(yè)縣的面板數(shù)據(jù),首先通過描述性統(tǒng)計分析的方法,比較了林區(qū)貧困縣和非貧困縣在人均GDP和農(nóng)村居民人均純收入兩方面的差異變化,再利用方差分析法和計量回歸模型,探究影響林區(qū)貧困縣和非貧困縣在人均GDP和農(nóng)村居民人均純收入上存在差異的顯著因素。結(jié)果表明:在2008~2014年期間,贛州林區(qū)貧困縣的人均GDP增長量僅為非貧困縣的60.73%,造成差異的主要影響因素是人均固定資產(chǎn)投資額和人均消費(fèi)額;貧困縣的農(nóng)村居民人均純收入增長量為非貧困縣的126.85%,造成差異的主要影響因素是農(nóng)村人均固定資產(chǎn)投資額和農(nóng)村從業(yè)人員數(shù)。政府扶貧工作對林區(qū)貧困縣農(nóng)戶減貧效果比較明顯,但貧困縣和非貧困縣之間的經(jīng)濟(jì)發(fā)展差距仍然很大,政府應(yīng)提高對貧困縣的固定資產(chǎn)投資水平,引導(dǎo)貧困縣居民轉(zhuǎn)變消費(fèi)觀念、促進(jìn)地方消費(fèi)。
[Abstract]:In order to clarify the effect of existing poverty alleviation policies on poverty reduction in forest regions, and to explore the difference of poverty reduction policies between poor and non-poor counties in forest regions, the panel data of 15 forestry counties in southern Jiangxi from 2008 to 2014 were used. First of all, through descriptive statistical analysis, this paper compares the differences between poor counties and non-poor counties in terms of per capita GDP and rural residents' per capita net income, and then uses variance analysis and econometric regression model. To explore the significant factors that affect the difference between poor counties and non-poor counties in per capita GDP and rural residents' per capita net income. The results show that in the period from 2008 to 2014, the increase of per capita GDP in the poor counties of Ganzhou forest area is only 60.73 of that of the non-poor counties, and the main factors influencing the difference are the per capita investment in fixed assets and the amount of per capita consumption. The increase of per capita net income of rural residents in poor counties is 126.85 in non-poverty counties. The main factors influencing the difference are the investment of fixed assets per capita and the number of rural employees. The government's poverty alleviation work is quite effective in reducing poverty among farmers in poor forest counties, but the gap in economic development between poor counties and non-poor counties is still very large. The government should raise the level of fixed assets investment in poor counties. Guide poor county residents to change their concept of consumption and promote local consumption.
