基層公務(wù)員職務(wù)與職級并行:政策邏輯與推進(jìn)對策

【摘要】:在縣以下機(jī)關(guān)實(shí)行公務(wù)員職務(wù)與職級并行制度是基層公務(wù)員制度改革的重要舉措。該制度的施行對于破解傳統(tǒng)單軌制下公務(wù)員職務(wù)晉升困難、實(shí)現(xiàn)國家治理現(xiàn)代化、完善基層公務(wù)員激勵機(jī)制具有重要意義。兩年多的實(shí)踐表明,這一制度確實(shí)發(fā)揮了一定的積極作用,但在具體實(shí)施中也存在獨(dú)立完善的公務(wù)員職級晉升體系尚未建立、公務(wù)員職級晉升考核結(jié)果科學(xué)性不足、晉級工資使得縣級政府財政負(fù)擔(dān)驟增的問題。為深入貫徹落實(shí)這項(xiàng)制度,需要進(jìn)一步優(yōu)化制度頂層設(shè)計(jì),并在基層公務(wù)員績效考核機(jī)制、職級晉升監(jiān)督機(jī)制、倫理道德建設(shè)、公共財政保障機(jī)制等方面不斷優(yōu)化和完善。
[Abstract]:It is an important measure to reform the basic civil service system to carry out the concurrent system of civil service and rank in the organs below county level. The implementation of this system is of great significance for solving the difficulties in the promotion of civil servants under the traditional mono-track system, realizing the modernization of national governance, and perfecting the incentive mechanism for grass-roots civil servants. The practice of more than two years shows that this system has indeed played a positive role, but there is also an independent and perfect civil service promotion system that has not yet been established, and the results of civil service rank promotion assessment are not scientific enough. Promotion of wages makes the county government financial burden increased sharply. In order to carry out this system, we need to optimize the top level design of the system, and optimize and perfect the performance appraisal mechanism, the rank promotion supervision mechanism, the ethics construction, the public finance guarantee mechanism and so on.
