【摘要】:隨著我國(guó)海事發(fā)展政策地不斷深化,海運(yùn)、港口等行業(yè)得到了不斷地發(fā)展,同時(shí)也對(duì)我國(guó)的海事管理機(jī)構(gòu)提出了新的挑戰(zhàn)和要求,港口建設(shè)費(fèi)作為專(zhuān)項(xiàng)用于港口建設(shè)的國(guó)家政府性基金在整個(gè)海事管理中占據(jù)著至關(guān)重要的地位。按照市場(chǎng)需求建立港口建設(shè)費(fèi)征稽工作的績(jī)效考評(píng)體系勢(shì)在必行,績(jī)效考評(píng)不僅對(duì)征稽工作內(nèi)部進(jìn)行有效反饋,能及時(shí)糾正長(zhǎng)遠(yuǎn)戰(zhàn)略的偏差,同時(shí)具備監(jiān)督和規(guī)范征稽工作流程的功能,對(duì)保證港口建設(shè)費(fèi)的應(yīng)征不漏具有重大意義。目前,由于我國(guó)海事管理辦法發(fā)生了重大改革,原本作為海事管理基礎(chǔ)的船舶簽證被正式取締,再加之交通局新下發(fā)的《港口建設(shè)費(fèi)征收使用管理辦法》對(duì)港口建設(shè)費(fèi)的征收提出了新的方案和要求,導(dǎo)致海事管理機(jī)構(gòu)對(duì)港口建設(shè)費(fèi)的征稽工作環(huán)境發(fā)生了巨大的變化,原先以政府部門(mén)績(jī)效評(píng)價(jià)為主導(dǎo)的評(píng)價(jià)體系一方面沒(méi)有結(jié)合當(dāng)前海事管理的新形勢(shì)新要求,另一方面忽視了港口建設(shè)費(fèi)征稽工作直接面臨工作第一線的復(fù)雜性,導(dǎo)致了征稽工作的某些重要指標(biāo)沒(méi)有被列入綜合測(cè)評(píng)指標(biāo)中,影響了實(shí)際考評(píng)效果,不能滿(mǎn)足日益發(fā)展的海事管理要求。鑒于海事管理績(jī)效考評(píng)的上述問(wèn)題,結(jié)合當(dāng)今新形勢(shì)下的海事管理特點(diǎn),本文在現(xiàn)有的績(jī)效考評(píng)理論基礎(chǔ)上將平衡計(jì)分卡的思想和系統(tǒng)動(dòng)力學(xué)模型引入港口建設(shè)費(fèi)征稽工作中,通過(guò)系統(tǒng)動(dòng)力學(xué)的反饋修正指標(biāo)體系,將原有的四維平衡計(jì)分卡結(jié)合征稽工作實(shí)際,拓展至五個(gè)維度,為完善和規(guī)范征稽工作提出了思路,并通過(guò)案例分析為港口建設(shè)費(fèi)征稽工作的績(jī)效考評(píng)理論和實(shí)現(xiàn)提供了探索與補(bǔ)充。
[Abstract]:With the deepening of maritime development policy in China, the maritime transportation, port and other industries have been continuously developed. At the same time, new challenges and requirements have been put forward to the maritime management agencies in our country. As a special national government fund for port construction, port construction fee plays an important role in the whole maritime management. It is imperative to establish a performance appraisal system for port construction fee collection according to the market demand. Performance appraisal not only provides effective feedback to the internal audit work, but also corrects the deviation of long-term strategy in time. At the same time, it has the function of supervising and standardizing the work flow of collection and checking, which is of great significance to guarantee the application of port construction fee. At present, as a result of the major reform of the maritime administration methods in China, the ship visa, which was originally the basis of maritime administration, has been formally banned. In addition, the new "measures for the Administration of the Collection and use of Port Construction fees" issued by the Traffic Bureau put forward new plans and requirements for the collection of port construction fees, which led to a tremendous change in the working environment for the collection and collection of port construction fees by maritime administrative agencies. On the one hand, the evaluation system, which is dominated by the performance evaluation of government departments, has not combined with the new situation and new requirements of the current maritime management, on the other hand, it has neglected that the collection of port construction fees directly faces the complexity of the first line of work. Some important indexes which have resulted in the checking work have not been included in the comprehensive evaluation index which has affected the actual evaluation effect and can not meet the requirements of the increasingly developing maritime management. In view of the above problems of maritime management performance evaluation, combined with the characteristics of maritime management under the new situation, this paper introduces the idea of balanced Scorecard and the system dynamics model into port construction fee collection on the basis of the existing performance appraisal theory. Through the feedback correction index system of system dynamics, the original four-dimensional balanced scorecard is extended to five dimensions in combination with the practice of checking, and the train of thought is put forward for perfecting and standardizing the work of collecting and checking. And through the case study, it provides the exploration and supplement for the performance evaluation theory and realization of the port construction fee collection.
