【摘要】：中國(guó)開(kāi)發(fā)區(qū)始建于上世紀(jì)八十年代,歷經(jīng)了三十余年的發(fā)展,已逐漸成為城市經(jīng)濟(jì)、區(qū)域經(jīng)濟(jì),乃至全國(guó)經(jīng)濟(jì)的重要載體。隨著經(jīng)濟(jì)全球化的不斷深入和我國(guó)經(jīng)濟(jì)發(fā)展進(jìn)入新常態(tài),開(kāi)發(fā)區(qū)的外部環(huán)境發(fā)生了巨大的變化,面臨著如何轉(zhuǎn)型升級(jí),落實(shí)生態(tài)文明新常態(tài)要求,主動(dòng)適應(yīng)開(kāi)放型新體制的問(wèn)題。2017年2月6日國(guó)務(wù)院辦公廳印發(fā)第一個(gè)關(guān)于各類(lèi)開(kāi)發(fā)區(qū)的總體指導(dǎo)文件《關(guān)于促進(jìn)開(kāi)發(fā)區(qū)改革和創(chuàng)新發(fā)展的若干意見(jiàn)》,對(duì)新形勢(shì)下做好開(kāi)發(fā)區(qū)工作作出全面部署。甘肅省位于我國(guó)西部欠發(fā)達(dá)地區(qū),開(kāi)發(fā)區(qū)發(fā)展水平較低,面對(duì)新形勢(shì)新要求,如何進(jìn)一步發(fā)揮國(guó)家級(jí)和省級(jí)開(kāi)發(fā)區(qū)“增長(zhǎng)極”的示范、輻射作用,其轉(zhuǎn)型升級(jí)與整合發(fā)展顯得至關(guān)重要。本文采用“發(fā)展過(guò)程梳理-構(gòu)建評(píng)價(jià)體系-結(jié)果分析-發(fā)現(xiàn)問(wèn)題-整合原則-實(shí)施策略”的研究思路,首先對(duì)甘肅省開(kāi)發(fā)區(qū)發(fā)展歷程與2010-2015年的發(fā)展過(guò)程與現(xiàn)狀進(jìn)行梳理,隨后在回顧分析國(guó)內(nèi)外現(xiàn)有開(kāi)發(fā)區(qū)相關(guān)研究的基礎(chǔ)上,從經(jīng)濟(jì)實(shí)力與競(jìng)爭(zhēng)能力兩個(gè)維度建立了甘肅省開(kāi)發(fā)區(qū)綜合績(jī)效評(píng)價(jià)體系,從經(jīng)濟(jì)規(guī)模、經(jīng)濟(jì)外向度、經(jīng)濟(jì)增長(zhǎng)力、稅收、就業(yè)等五個(gè)方面,就開(kāi)發(fā)區(qū)對(duì)所在城市發(fā)展影響作用進(jìn)行綜合分析,并運(yùn)用系統(tǒng)聚類(lèi)與納爾遜分類(lèi)結(jié)合的方法,依據(jù)影響作用綜合強(qiáng)度以及各方面影響作用的均衡程度,將開(kāi)發(fā)區(qū)對(duì)城市發(fā)展的影響貢獻(xiàn)模式分為四種類(lèi)型,并得到各類(lèi)型所對(duì)應(yīng)的開(kāi)發(fā)區(qū)組群。在定性與定量分析的基礎(chǔ)上,發(fā)現(xiàn)甘肅省開(kāi)發(fā)區(qū)存在的問(wèn)題。最后,為促進(jìn)甘肅省開(kāi)發(fā)區(qū)的發(fā)展,從產(chǎn)業(yè)、等級(jí)、空間、規(guī)劃、管理五個(gè)層面著手,提出符合甘肅省自身實(shí)際的開(kāi)發(fā)區(qū)整合原則與策略。研究得出:(1)甘肅省開(kāi)發(fā)區(qū)整體處于低水平發(fā)展階段,存在整體經(jīng)濟(jì)水平較低、區(qū)域發(fā)展不平衡性、產(chǎn)業(yè)結(jié)構(gòu)趨同性、土地利用低效性、管理體制機(jī)制不合理性的問(wèn)題。(2)甘肅省開(kāi)發(fā)區(qū)綜合績(jī)效水平在空間上呈現(xiàn)出明顯的地域差異,主要表現(xiàn)為河西、隴中地區(qū)形成兩大中高水平開(kāi)發(fā)區(qū)聚集區(qū),整體特征為南北差異較大;全省開(kāi)發(fā)區(qū)按照對(duì)城市的影響作用可分為高水平高效益型、相對(duì)均衡型、經(jīng)濟(jì)外向度主導(dǎo)中等水平型、財(cái)政回饋主導(dǎo)中等水平型等四種類(lèi)型。(3)為解決甘肅省開(kāi)發(fā)區(qū)存在的問(wèn)題,提出了適合甘肅省自身實(shí)際的開(kāi)發(fā)區(qū)整合的五個(gè)原則:地域就近原則、產(chǎn)業(yè)相近原則、梯度發(fā)展原則、錯(cuò)位發(fā)展原則與綠色發(fā)展原則。(4)依據(jù)各開(kāi)發(fā)區(qū)的綜合實(shí)力測(cè)評(píng)結(jié)果與區(qū)域經(jīng)濟(jì)發(fā)展的總體方向,確定其主導(dǎo)產(chǎn)業(yè)和發(fā)展順序;提出“一核四區(qū)”的空間整合模式,并確定不同發(fā)展水平開(kāi)發(fā)區(qū)的發(fā)展方向和規(guī)劃與管理層面的整合策略。
[Abstract]:The development zone of China was founded in the eighties of last century. After more than 30 years of development, it has gradually become an important carrier of urban economy, regional economy and even national economy. With the deepening of economic globalization and China's economic development into the new normal, the external environment of the development zone has undergone tremendous changes, facing how to transform and upgrade to implement the new normal requirements of ecological civilization. On 6 February 2017, the General Office of the State Council issued the first general guidance document on various types of development zones, entitled "some opinions on promoting the Reform and innovative Development of Development zones". Do a good job in the development zone to make comprehensive arrangements. Gansu Province is located in the underdeveloped areas in the west of China, and the development level of the development zones is relatively low. In the face of the new situation and new requirements, how to further play the role of demonstration and radiation of the "growth poles" of national and provincial development zones, Its transformation, upgrade and integration and development is very important. In this paper, the development process of Gansu province development zone and the development process and present situation from 2010 to 2015 are analyzed by using the research ideas of "development process combing-constructing evaluation system-result analysis-finding problems-integrating principle-implementation strategy". Then, on the basis of reviewing and analyzing the related research of domestic and foreign development zones, this paper establishes the comprehensive performance evaluation system of Gansu province development zone from the two dimensions of economic strength and competitiveness, from the economic scale, the degree of economic extroversion, the economic growth power, the tax revenue. This paper makes a comprehensive analysis on the influence of the development zone on the development of the city in which the development zone is located from five aspects such as employment, and applies the method of combining systematic clustering with Nelson's classification, according to the comprehensive strength of the influence and the equilibrium degree of the influence in all aspects. The contribution model of development zones to urban development is divided into four types, and the corresponding groups of development zones are obtained. On the basis of qualitative and quantitative analysis, the problems in Gansu Development Zone are found. Finally, in order to promote the development of the development zone in Gansu Province, from five aspects of industry, grade, space, planning and management, the paper puts forward the integration principles and strategies of the development zone in accordance with the reality of Gansu Province. It is concluded that the whole development zone of Gansu Province is at a low level of development, with low overall economic level, uneven regional development, convergence of industrial structure, and low efficiency of land use. The problem of irrationality of management system and mechanism. (2) the comprehensive performance level of Gansu province development zone presents obvious regional differences in space, mainly manifested in the formation of two large, medium and high level development zones in Hexi and Longzhong regions. According to the influence on the cities, the development zones in the province can be divided into high level and high efficiency type, relatively balanced type, and the economic extroversion dominating the middle level type. In order to solve the problems existing in Gansu province's development zones, the paper puts forward five principles for the integration of development zones suitable for Gansu's own reality: the principle of regional proximity, the principle of industrial proximity, and the principle of gradient development. According to the comprehensive strength evaluation results of each development zone and the overall direction of regional economic development, it determines its leading industry and development order, and puts forward the spatial integration mode of "one core and four regions". And determine the development direction of different levels of development and planning and management level of integration strategy.
