基于平衡計分卡的越城電力集體企業(yè)績效管控模式研究

【摘要】:伴隨電力體制改革步伐的逐步加快,電力集體企業(yè)主營業(yè)務的市場化趨勢已經不可逆轉,如何主動參與市場競爭,確保在激烈的市場競爭中繼續(xù)保持不敗,是電力集體企業(yè)當前亟待解決的難題。作為人力資源管理的核心任務,績效管控對企業(yè)核心競爭力具有重要影響。當前,績效理論與實際應用取得了較好的發(fā)展,但針對電力集體企業(yè)的績效管控模式尚未發(fā)展成熟。本文基于越城電力集體企業(yè)進行研究,在分析其績效管控現(xiàn)狀及不足的基礎上,提出引入平衡計分卡構建企業(yè)績效管控模式,在提升績效水平的同時,保證戰(zhàn)略目標的實現(xiàn)。本文首先梳理國內外績效管控的研究現(xiàn)狀,對績效管控理論體系以及平衡計分卡理論體系進行詳細闡述,為研究奠定堅實的理論基礎。然后,分析越城電力集體企業(yè)績效管控的現(xiàn)狀,指出其存在的問題,對運用平衡計分卡開展績效管控進行必要性與可行性分析。接著,本文確定越城電力集體企業(yè)的發(fā)展目標及戰(zhàn)略定位,利用SWOT模型分析企業(yè)發(fā)展所處的內外部環(huán)境,以此為基礎繪制企業(yè)戰(zhàn)略地圖。越城電力集體企業(yè)堅持以戰(zhàn)略導向為原則,運用平衡計分卡從財務、顧客、內部流程、學習與成長四個層面對企業(yè)戰(zhàn)略目標進行分解,構建績效評價指標體系,并采用層次分析法確定各指標的權重,明確各指標的重要程度。為有效推動平衡計分卡的應用,設計績效管控的具體實施步驟,最后,提出相應的保障措施,并對平衡計分卡的應用意義進行分析。平衡計分卡的應用不僅可以提升越城電力集體企業(yè)的績效管控水平,而且兼顧企業(yè)經營的短期與長期效益,監(jiān)控企業(yè)戰(zhàn)略的執(zhí)行。本文的研究成果為越城電力集體構建績效管控模式提供支持的同時,也為其他相似結構的電力集體企業(yè)開展績效管控工作提供了依據。
[Abstract]:With the acceleration of the reform of electric power system, the market trend of the main business of the collective electric power enterprises has become irreversible. How to take part in the market competition actively to ensure that in the fierce market competition to maintain undefeated, Is the electric power collective enterprise present urgent difficult problem. As the core task of human resource management, performance control has an important impact on the core competitiveness of enterprises. At present, the performance theory and practical application have made good development, but the performance control model for the collective electric power enterprises has not yet developed and mature. In this paper, based on the research of Yuecheng Electric Power Collective Enterprise, based on the analysis of its performance management and control status and deficiencies, the introduction of balanced Scorecard to build a corporate performance management and control model, while improving the performance level, to ensure the realization of strategic objectives. This paper firstly combs the domestic and foreign research status of performance management and control theory system and balanced scorecard theory system to lay a solid theoretical foundation for the study. Then, the paper analyzes the current situation of the performance management and control in the collective enterprise of Yuecheng Electric Power Company, points out the existing problems, and analyzes the necessity and feasibility of using the balanced Scorecard to carry out the performance control. Then, this paper determines the development goals and strategic positioning of Yuecheng Electric Power Collective Enterprise, analyzes the internal and external environment of the enterprise development by using SWOT model, and draws the strategic map of the enterprise based on this model. Yuecheng Electric Power Collective Enterprises adhere to the principle of strategic guidance, use balanced scorecard to decompose the strategic objectives of the enterprise from four levels: finance, customer, internal process, learning and growth, and construct the performance evaluation index system. Analytic hierarchy process (AHP) is used to determine the weight of each index and the importance of each index. In order to effectively promote the application of balanced scorecard, the concrete implementation steps of performance control are designed. Finally, the corresponding safeguard measures are put forward, and the significance of the application of balanced scorecard is analyzed. The application of balanced scorecard can not only improve the performance control level of Yuecheng electric power collective enterprise, but also take into account the short-term and long-term benefits of enterprise management and monitor the implementation of enterprise strategy. The research results of this paper not only support the construction of performance control model for Yuecheng Electric Power Group, but also provide the basis for other similar power collective enterprises to carry out performance management and control work.
