【摘要】：20世紀(jì)90年代末至21世紀(jì)初,德國為加強公立高校辦學(xué)經(jīng)費的使用效率,改革高校教師薪酬制度,用以激發(fā)高校教師的業(yè)績意識,增強德國高校的國際競爭力。德國高校管理體制的特點決定了德國高校教師薪酬制度在設(shè)計上既要兼顧高校教師公務(wù)員的身份及傳統(tǒng)的教授治校原則,又要通過靈活的控制機制強化對高校教師的管理。為此,聯(lián)邦、州、高校三個層面逐一調(diào)整了相應(yīng)的法律框架,在聯(lián)邦《高校教師薪俸改革法》的規(guī)定下,教師職務(wù)類型按工資級別劃分為3類,其工資由基本工資和浮動工資組成。為了發(fā)揮薪酬的激勵作用,德國高校把浮動工資與績效相掛鉤,形成了一套基于職務(wù)和績效的薪酬制度。
[Abstract]:From the end of 1990s to the beginning of the 21st century, in order to strengthen the efficiency of the use of funds for running schools in public universities, Germany reformed the salary system of university teachers in order to stimulate the performance consciousness of university teachers and enhance the international competitiveness of German colleges and universities. The characteristics of the German university management system determine that in the design of the German university teacher compensation system, it is necessary to take into account the status of university teachers' civil servants and the traditional principles of managing the university by professors, and to strengthen the management of university teachers through flexible control mechanism. Therefore, the three levels of federal, state and university have adjusted the corresponding legal framework one by one. Under the provisions of the Federal Law on the Reform of College Teachers' salaries, teachers' job types are classified into three categories according to their salary levels. Its wages are made up of basic wages and floating wages. In order to give full play to the incentive role of salary, German colleges and universities link the floating salary with performance, and form a set of salary system based on position and performance.
