【摘要】：發(fā)揮市場(chǎng)配置資源的決定性作用,并不是政府不需要在經(jīng)濟(jì)領(lǐng)域扮演重要角色,而是政府角色的轉(zhuǎn)型。從市場(chǎng)經(jīng)濟(jì)發(fā)達(dá)國(guó)家的經(jīng)驗(yàn)看,使市場(chǎng)在資源配置中起決定性作用和更好發(fā)揮政府作用,必須厘清政府和市場(chǎng)的邊界,減少政府對(duì)經(jīng)濟(jì)的直接干預(yù),轉(zhuǎn)而為經(jīng)濟(jì)活動(dòng)提供有效規(guī)制。規(guī)制指的是政府為控制市場(chǎng)運(yùn)作而使用的一套特定的技術(shù),目的是矯正市場(chǎng)失靈。從干預(yù)型政府向規(guī)制型政府變遷,是推進(jìn)國(guó)家治理現(xiàn)代化的必然選擇。而要實(shí)現(xiàn)這種轉(zhuǎn)變,必須界定政府規(guī)制的內(nèi)容、主體與工具,明確政府規(guī)制的范圍和方式。從干預(yù)型政府到規(guī)制型政府是一個(gè)制度變遷的過(guò)程,制度變遷不僅會(huì)成為影響經(jīng)濟(jì)績(jī)效的重要變量,也會(huì)成為社會(huì)發(fā)育的重要根源。建構(gòu)面向國(guó)家治理現(xiàn)代化的規(guī)制型政府,必須夯實(shí)政府規(guī)制的法律基礎(chǔ),重塑政府規(guī)制的制度體系,提升政府規(guī)制的能力水平,創(chuàng)新政府規(guī)制的方式方法,抑制政府規(guī)制的尋租腐敗。
[Abstract]:The decisive role of the market allocation of resources is not that the government does not need to play an important role in the economic field, but the transformation of the role of the government. From the experience of developed countries with market economies, it is necessary to clarify the boundaries between the government and the market so that the market can play a decisive role in the allocation of resources and give better play to the role of the government, so as to reduce the direct government intervention in the economy. Turn to provide effective regulation for economic activities. Regulation refers to a set of specific technologies used by the government to control the operation of the market in order to correct market failure. The transition from interventionist government to regulatory government is the inevitable choice to promote the modernization of national governance. In order to realize this kind of change, we must define the content, subject and tool of government regulation, and make clear the scope and way of government regulation. From interventionist government to regulation-oriented government is a process of institutional change, which will not only become an important variable that affects economic performance, but also become an important source of social development. To construct a regulatory government oriented to the modernization of national governance, we must consolidate the legal basis of government regulation, reshape the system of government regulation, improve the ability of government regulation, and innovate the ways and means of government regulation. Restrain government regulation of rent-seeking corruption.
