【摘要】：實施草地生態(tài)補償政策是恢復(fù)退化草地、建設(shè)生態(tài)安全屏障、提高牧民生活水平,促進牧區(qū)社會經(jīng)濟發(fā)展的重要手段。研究牧民對草地生態(tài)補償政策的滿意度及其影響因素,對完善我國草地生態(tài)補償政策,提高補償績效具有重要意義。選取甘肅牧區(qū)中甘南、肅南和天祝三地500戶牧民作為樣本數(shù)據(jù),結(jié)合問卷調(diào)查與深度訪談,構(gòu)建有序Logit模型,從牧民一般社會經(jīng)濟特征、對其居住與放牧地區(qū)生態(tài)環(huán)境評估,以及對生活滿意度評估三方面入手研究了牧民對草地生態(tài)補償政策實施的滿意度及其影響因素。結(jié)果表明,影響牧民對補償政策滿意度的顯著因素包括牧民受教育水平、牲畜養(yǎng)殖數(shù)量與體重變化情況、補償金額、牧民對環(huán)境與經(jīng)濟重要性的評估,以及對社會福利滿意度的主觀評價。從政策角度看,提高牧民受教育水平,改變牧民傳統(tǒng)放牧觀念;改善貧困牧民生活水平,提高牧民社會福利;優(yōu)化補償方式,構(gòu)建補償政策監(jiān)管體系,有利于草地生態(tài)補償政策的進一步完善與有效實施。
[Abstract]:The implementation of grassland ecological compensation policy is an important means to restore degraded grassland, build ecological security barrier, improve herdsmen's living standard and promote social and economic development in pastoral areas. It is of great significance to study the satisfaction of herdsmen to grassland ecological compensation policy and its influencing factors to improve the grassland ecological compensation policy and improve the compensation performance in China. Taking 500 herdsmen in Gansu pastoral area as sample data, combining questionnaire survey and in-depth interview, an orderly Logit model was constructed to assess the ecological environment of herdsmen in their living and grazing areas from the general socio-economic characteristics of herdsmen. The satisfaction degree of herdsmen to the implementation of grassland ecological compensation policy and its influencing factors were studied from three aspects of life satisfaction evaluation. The results showed that the significant factors affecting the satisfaction of herdsmen with compensation policy included the level of education, the changes in the number and weight of livestock breeding, the amount of compensation, the evaluation of environmental and economic importance of herdsmen. And the subjective evaluation of social welfare satisfaction. From the policy point of view, we should improve the education level of herdsmen, change the traditional herdsmen's concept of grazing, improve the living standards of poor herdsmen, improve the social welfare of herdsmen, optimize the compensation methods, and construct a regulatory system of compensation policies. It is beneficial to the further improvement and effective implementation of grassland ecological compensation policy.
