【摘要】：隨著多元主體合作參與社會(huì)治理成為主流趨勢(shì),原有的績(jī)效評(píng)估工具已無(wú)法滿足社會(huì)發(fā)展需求。強(qiáng)調(diào)"義利并舉"的社會(huì)影響力評(píng)估應(yīng)運(yùn)而生,社會(huì)投資回報(bào)(SROI)就是其中的典型代表。SROI基于利益相關(guān)者原則,能夠通過(guò)建立量化指標(biāo)體系,綜合評(píng)估社會(huì)干預(yù)行為所產(chǎn)生的經(jīng)濟(jì)(財(cái)務(wù))回報(bào)與社會(huì)、環(huán)境回報(bào),更好地體現(xiàn)出社會(huì)治理主體與目標(biāo)訴求的多重性和復(fù)雜性。SROI可以為社會(huì)組織自我發(fā)展提供監(jiān)測(cè)與指導(dǎo);為政府購(gòu)買(mǎi)公共服務(wù)、社會(huì)組織公益項(xiàng)目、企業(yè)社會(huì)責(zé)任以及其他社會(huì)主體的公益性投資行為提供第三方評(píng)估;其貨幣化評(píng)估結(jié)果還可以作為政府公共政策"循證決策"的重要依據(jù)。SROI在我國(guó)的應(yīng)用尚處于初期階段,其測(cè)算指標(biāo)的本土化研究與實(shí)踐需要進(jìn)一步加強(qiáng)。
[Abstract]:With the trend that multiple subjects cooperate to participate in social governance, the original performance evaluation tools can not meet the needs of social development. It is emphasized that the social impact assessment of "both justice and benefit" arises at the historic moment, and that the return on social investment (SROI) is a typical example. The SROI is based on the stakeholder principle and can be established through the establishment of a quantitative index system. The comprehensive evaluation of the economic (financial) returns, social and environmental returns resulting from social intervention can better reflect the multiplicity and complexity of the demands of social governance subjects and objectives. SROI can provide monitoring and guidance for the self-development of social organizations. Third party evaluation for government purchase of public services, public welfare projects of social organizations, corporate social responsibility and other public welfare investment behaviors of social subjects; The results of monetization evaluation can also be used as an important basis for the "evidence-based decision-making" of government public policy. The application of SROI in China is still in its initial stage, and the localization research and practice of its measuring indexes need to be further strengthened.
